Description:

Leidos has an opening for a Key Leadership Engagement (KLE) Planner in Tampa, FL.

JOB SUMMARY:

The person filling this position will work at the three-star level, Marine Forces, U.S. Central Command (MARCENT) Headquarters as the command’s lead planner for Key Leadership Engagement (KLE) in the United States Central Command (USCENTCOM) Area of Responsibility.  This person will work closely with the CENTCOM Theater Security Cooperation (TSC) cell, KLE cell, and the Commander’s Action Group (CAG) to ensure that MARCENT KLEs are nested with the CENTCOM CDR’s priorities and themes by country.  In addition, this person will maintain oversight of all HQ Marine Corps KLE's to the CENTCOM AOR and be prepared to assist the MARFORCOM, HQMC, and MEF staffs with trip book products and background information as required.  This person may represent the command at USCENTCOM planning conferences, manage MARCENT staff reviews of USCENTCOM planning products and provide the MARCENT responses to USCENTCOM, and will ensure that all plans reflect the proper deployment and employment of Marine forces.  This person may also serve as an assistant planner on development of Component supporting plans to Combatant Command Operation Plans (OPLANs) and Concept Plans (CONPLANs) and, as such, will ensure that all contingency planning is integrated with relevant OPLANs/CONPLANs.

PRIMARY RESPONSIBILITIES:

- Plan and track the MARCENT Commander's AOR and National Capitol Region (NCR) KLEs

- Assist in preparing Trip Books for the Commander and Staff to include Talking Points, Scene Setters, Biographies, and After Action Reports (AARs)

- Prepare Thank You notes and maintain historical files for all completed KLEs

- Coordinate KLE quarterly reviews with the MARCENT TSC section to ensure the KLE program is in line with TSC goals and requirements

- Update and track all KLE actions reflected on the CENTCOM KLE Portal and Calendar to include uploading all KLE readouts and AARs in a timely manner

- Provide contingency planning for joint, bi-lateral, and multi-lateral plans and major OPLANs/CONPLANs, to include compartmented plans

- Represent the command at planning conferences and working groups

- Provide In Progress Reviews (IPRs) on planning efforts to the Commander, U.S. Marine Corps Forces, Central Command (COMUSMARCENT)

- Develop assessments, briefs, information papers, and standard naval messages

- Provide Subject Matter Expertise (SME) guidance and recommendations

- Assist in the development of strategic, policy, campaign, and posture plans

- Plan, coordinate, and manage conferences

- Support internal MARCENT working groups

- Represent MARCENT G-5 at CENTCOM Battle Rhythm events (e.g. Joint Planning Group, Joint Planning Board, Modeling and Simulation Working Group, etc)

- Provide contingency planning support for emergent planning efforts


Qualifications:

BASIC QUALIFICATIONS:

- Bachelor's degree and 12 years of relevant experience

- Active Secret clearance and the ability to obtain a TS/SCI.

- Current US Passport and ability to travel overseas on short notice

- Command and Staff College complete

- Minimum 3 years’ experience at a MARFOR and/or Combatant Command level staff

- A thorough understanding of “Componency” as it relates to the inter-relationships between MARCENT, CENTCOM and the HQMC staffs

- Minimum 3 years’ experience as a TSC planner on Combatant Command or Component Command staff

- Working knowledge of the complex interrelationships between Middle Eastern states, religions, and ethnic groups

- Working knowledge of regional US Embassies, SDO/DATT, and USLO structures

- Ability to interact with Colonels and Lieutenant Colonels at a peer level in order to advise and assist them with daily staff functions; and ability and comfort to brief at the executive level (3-4 star)

PREFERRED QUALIFICATIONS:

- Master’s Degree and 20 years of relevant experience

- Retired or Reserve USMC Lieutenant Colonel or Colonel

- Graduate from USMC or equivalent planners’ course (SAW, SAMS, SAAS, MAWS, JAWS) or Top-Level School Complete (War College)

- Middle East/North Africa designated Foreign Area Officer (FAO)

- Arabic fluency (3/3)

- Service on both USCENTCOM (Combatant Command) and MARCENT (MARFOR) level staffs

- In-depth understanding of importance of KLE to planning efforts

- In-depth understanding of USCENTCOM’s OPLANs and CONPLANs (to include compartmentalized plans, bi-lateral and multi-lateral planning efforts)

- Long established interpersonal relationships with regional military leaders and staff members developed through face-to-face engagements

- Long established interpersonal relationships with key members of the USCENTCOM and Headquarters, US Marine Corps (Plans, Policy and Operations) staffs

- Minimum 2 years’ experience on the HQMC (PP&O) Staff

- Knowledge of historical, current, and planned USMC force deployments to the CENTCOM AOR
