JOB DESCRIPTION: This sub family is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives. Duties may include ensuring that all programs run within scope, time, and budget constraints. This sub family also interfaces with task and functional leaders, subcontractors, and support personnel. Most jobs in This sub family have P & L responsibility. IMPACT: Directs activities that have significant impact on the achievement of results for the project/function. Work requires a high degree of responsibility for resources, and frequently influences organizational or operational decisions made by leadership. COMPLEXITY: Problems and issues faced are complex and involve limited information. Conducts extensive investigation to understand the root cause of problems. Problems are highly complex and typically involve multiple families, projects, or customers. COMMUNICATION: Communicates with parties within and outside of own project/family, and has responsibility for communicating with diverse parties external to the organization. Negotiates and influences others to understand and accept new concepts, practices and approaches. LEADERSHIP & TALENT MANAGEMENT: Manages a project or family which includes multiple teams led by managers and/or supervisors. Responsible for creating workforce and staffing plans for project/family to ensure efficient use of resources. Typically has hiring, firing, promotion and reward authority within own area, in accordance with organizational guidelines. KNOWLEDGE: Requires deep management and leadership knowledge to lead cross-family project or program teams or manage across multiple families. Typically has mastery within a specific technical discipline/area or broad expertise across multiple related disciplines. TYPICAL EDUCATION & EXPERIENCE: Typically requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Demonstrated experience with CMS business owners and Application development -project management (PMP) certification. -information Technology experience, with experience in managing multiple, cross-functional teams or projects and advising senior level management and key stakeholders in a US government environment. -Demonstrated experience in planning, directing, and managing the development, implementation, and Performance of IT operations on a medium to Large government IT Infrastructure Program. -Demonstrated Ability for oral and written communication with the highest levels of management. -Demonstrated experience with managing Performance metric contracts that Must conform to SLAs. Excellent Communications Skills Experience supporting the Centers for Medicare and Medicaid Service (CMS), Department of Health and Human Services or associated Operating Divisions, the Social Security Administration, or similar Federal Agency Customer environment. Six Sigma Training at a Green Belt level or greater ITIL Certified Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
