The Treasury Solutions & Development (TSD) Organization supports the Total Information Processing Support Services (TIPSS) contract vehicle which is used by the Internal Revenue Service (IRS) for IT contractor support needs. TSD provides various levels of IT products and services including software development, operations and maintenance (O&M), project management office (PMO) support and network management. TSD employees of various levels and skills sets across the US at various IRS facilities and Leidos offices.
The Treasury Solutions & Development (TSD) organization is looking for a Systems Architect for a position in the Washington Metro DC Area – anticipated work location is Lanham, MD. This position requires the ability to obtain a public trust clearance with a federal and state tax compliance check in order to be considered.

Leidos is seeking customer-oriented Systems Architect for anticipated work on the Foreign Account Tax Compliance Act (FATCA) Program with the Department of Treasury, Internal Revenue Service (IRS). The team utilizes the iterative (Agile) and waterfall development methodologies to build and manage application development projects.

•         Responsible for providing a structured approach to design and development decisions based on established requirements.
•         Responsible for translating operational requirements into detailed software/system requirements
•         Must have knowledge of Agile, Waterfall, and Iterative development methodologies
•         Applies engineering experience to perform functions such as systems requirements analysis, functional analysis, requirements allocation and interface definition, technical management, system integration, configuration management, and quality assurance testing.
•         Analyzes designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements
•         Evaluates alternatives including cost and risk, supportability and analyses for total systems
•         Must possess a broad technical background encompassing GUI, Business layer and database development and support.
•         Experience in authoring documents (CONOPS, reports, design, briefings, etc,) to support customer missions
•         Must be familiar with development and O&M
•         Provide technical direction to design and development teams, and monitoring progress and productivity through the use of metrics
•         Extensive experience in design, development, troubleshooting, and debugging mission critical software source code using Java.
•         Identify potential roadblocks and develop around them
•         Plan and estimate development tasks and work to improve performance metrics
•         Participate in Design Reviews, Sprint Planning, estimating, Release Planning, demonstrations and retrospectives.
•         Demonstrated strong performance as a technical leader working in an on-site and virtual environment.
•         Plan and execute capacity planning and performance testing
Experienced in software release planning and configuration management and change management practices in a enterprise class environment
•         Other duties as required

Typically requires BS degree and 8 years of prior relevant experience or Masters with 6 years of prior relevant experience. May possess a Doctorate in technical domain. 
Desired Skills

·         Experience with IRS projects or FATCA.
·         Active IRS MBI Clearance
·         IRS Enterprise Life Cycle (ELC)
·        Technical experience actively working projects with technical solutions such as: Weblogic, JBOSS, RedHat, Websphere, Informatica, Business Objects, Load Runner, Load Balancer.
