The Health Products and Solutions Operation currently has an opening for a Systems Engineer to support a large healthcare contract in Rockville, MD. This position is contingent on contract award.
Provide Enterprise Mobile Management (EMM) Engineering support through an integrated set of methodologies and products to enhance the operations of hardware and software systems to include the collection and analysis the EMM systems information, diagnosis of problems, and development of recommendations to resolve problems.
Establish (or update existing) and maintain EMM systems and software configuration baseline data and documentation.
Conduct redesign activities that modify functionality and/or produce technical improvements to enhance software and security.
Monitor system execution and performance; track and report change requests and discrepancy reports; perform problem analysis and resolution; and provide technical assistance to the end-user.
Perform EMM system and software conversion activities that include the transition of existing applications from one environment to another.
Perform EMM production control activities such as the support of cyclical changes to operational workloads, compression, data restores, reorganization of files, recovery of systems, production of reports, download/upload of information, and setup and verification of fields and programs for the execution of production runs.
Support the development and maintenance of a Disaster Recovery (DR) Plan to meet customer's IT Service Continuity and Disaster Recovery requirements.
Support the execution of disaster recovery procedures in accordance with the DR Plan.
Develop user-friendly EMM solution interfaces between different automation functions and upload/download capabilities.
evelop and, upon government approval, implement an audit strategy to ensure the integrity and confidentiality of EMM data.
In support of EMM solution System Procedures and Standards, establish (or update existing) procedures and standards using all applicable standards and procedures as required by the Federal Information Processing Standards, customer requirements, other standards, and the customer's standards and policies.
In support of EMM solution System Deployment and Testing, translate the EMM system specifications and detailed design documentation into system components, code, or both.
In support of EMM solution Systems Integration, support analysis of the distribution of functionality across systems, development of system interface concepts, designs and specifications, and the development of specifications and standards for information transfer between systems.
In support of EMM solution COTS Integration, support implementing EMM COTS solutions to include: the configuration of COTS database tables, parameters, and interfaces, as well as the design, development and testing of reports, interfaces, conversions, extensions and forms.
In support of EMM solution Interoperability Testing, l conduct testing to ensure EMM solution interoperability with existing customer systems, to include: access to existing servers, compatibility with operating systems, COTS software and client organization applications, and communications and telecommunications systems.
In support of EMM solution Systems Documentation, maintain current supporting EMM documentation, including manuals for operations, system maintenance, user and training, and plans (e.g., system integration and site implementation). The documentation shall be dynamic to be modified to take advantage of new methodologies, techniques and tools. The documentation shall follow the latest government -approved standards for the system.
In support of EMM solution Configuration Management, provide System Engineering to which may include implementation of new application systems, and maintenance and/or enhancement of existing applications to support the EMM solution.
Support the EMM solution configuration management activities throughout the life-cycle.
Review all software, hardware, network, and application changes to identify potential issues, conflicts or problems relating to the proposed changes or the timing of the changes.
In support of EMM solution Technical Refreshment, identify aging EMM solution technology or the technology at risk of becoming obsolete during the lifecycle of a program, and identifying EMM solution technology refreshment activities required to prevent the decay of the information technology infrastructure on which programs are dependent. This shall include the identification of specific targets of possible EMM solution aging technology and recommendation of specific technology to replace it.
Deliver EMM solution technical refreshment recommendations to include specific timelines and milestones, cost/benefit scenarios, and detailed replacement procedures. Upon customer approval, support the configuration, installation and operation of the recommended government-furnished EMM solution technology as deemed necessary by the government to refresh the aging technology.
In support of EMM solution Technology Infusions, evaluate the customer's operational use of the EMM solution and identify general and specific areas where current, upcoming or state-of-the-art technology would enhance the organization’s operation. This shall include identification of the operational components evaluated, specific descriptions of the enhancements possible if the recommended technology were infused into the organization, and specific description of the technology available to realize the enhanced capability.
For all approved EMM solution projects, deliver a project plan of activities, milestones, and timelines for project completion.
Upon government approval of the project plan, execute the EMM solution project to include the configuration, installation, and operation of the recommended technology as deemed required by the government.
Ensure all EMM Engineering deliverables, documentation, and artifacts adhere to the HHS EPLC policies, processes, and templates.
Provide EMM Engineering Tier 3 support in coordination with the Service Desk (and using the government furnished Service Management System and standard escalation procedures) to resolve network outages to include logging and reporting each user trouble call, regularly providing customers with status updates, and successfully closing out incidents on a priority ranking basis. This includes monitoring the relevant ticketing queues and troubleshooting and resolving infrastructure-related service requests, incidents, and problems.
Report on Tier 3 support monthly.
Deliver a root cause analysis document for each Severity 1 incident escalated to Tier 3 resolved in accordance with SLAs.
Provide EMM integration with the Government's Service Management System (SMS) and any successor to the current SMS.
Bachelor’s degree or equivalent and eight (8) years of general experience. Six (6) years of general experience is considered equivalent to a Bachelor’s degree. With a Master’s degree, six (6) years of general experience is required. With a PhD, four (4) years of general experience is required.
• Messaging SME, with subject matter expertise in Exchange and Active Directory as well as hands-on experience with Office 365 architecture, administration and best practices combined with a strong current knowledge of collaboration solutions
• Proven design, planning, preparation, and implementation experience with Office 365 including Exchange, SharePoint and Skype Online in complex environments
• Proven success in managing migration efforts with complex contributing factors, such as organizational consolidations/restructuring concurrent with technology changes and managing multiple disparate domains within a forest.
• Senior level knowledge of and experience with AD Connect and ADFS
• Strong technical background and experience with VMWare 5.x. Including design and implementation
• Experience with ActiveSync and Mobile Device Management products such as Mobile Iron, Airwatch, and MaaS360 along with the use of Certificate Based Authentication
• Hands on experience with BlackBerry Enterprise Server 12 design, engineering, administration, and issue resolution along with Certificate Based Authentication is required
• A solid understanding of the TCP/IP networking model, along with network routing and switching
• A solid understanding of PowerShell
