The Treasury Solutions & Development (TSD) Organization supports the Total Information Processing Support Services (TIPSS) contract vehicle which is used by the Internal Revenue Service (IRS) for IT contractor support needs. TSD provides various levels of IT products and services including software development, operations and maintenance (O&M), project management office (PMO) support and network management. TSD employees of various levels and skills sets across the US at various IRS facilities and Leidos offices.
The Treasury Solutions & Development (TSD) organization is looking for a Program Scheduler for a position in Lanham, MD. This position requires the ability to obtain a Public Trust clearance with a federal and state tax compliance check in order to be considered.


Leidos is seeking customer-oriented Program Scheduler for work on the Foreign Account Tax Compliance Act (FATCA) Program with the Department of Treasury, Internal Revenue Service (IRS).
This position requires full schedule development, maintenance, analysis and reporting in support of a high profile IT software development project.
Job Duties Include:
- Perform tasks as listed in the standard job description as they are directly relevant to the requirements of this position.
- Prepare, develop, coordinate, and integrate all levels of plans and schedules including resource loading, identification of major milestones, exit reviews and deployments.
- Integrate with and across technical disciplines to ensure resultant plans and schedules accurately and comprehensively define the actual engineering work content, relationships and durations.
- Analyze Integrated Master Schedule for program performance and develops work around strategies and/or ‘what if’ scenarios to communicate to program management.
- Key contributor to program organization, team coordination, internal and external performance reporting and risk management support (identification and Tracking).
- Develop and maintain integrated project schedules, perform status reporting using Microsoft project.
- Identify critical path items and notification of task slippage.
- Identify project dependencies and define in project schedule.
- Perform baseline control; two-week activity forecast reports, ad hoc reporting, and critical path views. Rebuilds and re-baselines of project schedule as necessary and approved by program manager.
- Perform weekly task status requests from task owners for input into project schedule and assess status of activities, perform follow up with task owners and track actions.
- Perform, document and implement various planning and/or scheduling process improvements as needed or assigned.
- Perform analysis of program documentation from a scheduling perspective for consistency across projects for testing and deployment, resource requirements, schedules, and alignment with inter and intra program dependencies.
- Support the creation and maintenance of program documentation which require scheduling input such as release documentation, program management plans and other relevant artifacts.
- Support Program Meetings and Reviews along with other team members by developing the schedule and agenda; developing, coordinating, and producing meeting materials; facilitating sessions; documenting artifact defects and changes, and tracking actions, risks and decisions.
- Develop/prepare weekly schedule status reports & present schedule data to management

Typically requires a BA degree and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience.
- Has extensive knowledge of program life cycles, and experience working with technical community, operational community and program management to translate customer requirements into an Integrated Master Schedule.
- Ability to be flexible, follow tight deadlines and organize and prioritize work
- Extensive experience with Microsoft Project and Microsoft Project Server with the ability to create, maintain and analyze integrated and individual project schedules in Microsoft Project 2010 or greater.
- Must be detail oriented, strong organization skills and the ability to work with minimal supervision
- Excellent written and verbal skills with the ability to effectively communicate with different levels of project team members and leadership
- Must be very proactive / self-starter; results-oriented and a strong team player.
- Must have proven excellent customer service skills and business conduct
- Strong documentation skills including excellent sk with MS Office (Word, PowerPoint, Excel)
- Working knowledge of project management practices, concepts & principles
- Manpower Forecasting utilizing resource-loaded schedules
Desired Skills
- Experience with IRS projects or FATCA.
- Active IRS MBI Clearance
- IRS Enterprise Life Cycle (ELC)
