Description:
Varec, a wholly owned subsidiary of Leidos, is seeking a Software Development Manager who oversees and directs software development and maintenance for Varec’s industrial control system software. This position leads a multidiscipline team of about fourteen people. You will have about eight software engineers who report directly to you, and there will be an additional six people who report to other managers (matrixed team) who support your development activities, including product owners, quality assurance, technical writers and systems engineers. We use an agile (scrum) development methodology and you will fill the role of scrum master for this team.
 
ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Manage a team of software engineers to develop their capabilities, keep them motivated and challenged and help them achieve their optimum level of quality and performance
  • Identify and eliminate obstacles that prevent the team from achieving their goals
  • Ensure a high level of information sharing and communication to ensure team members are properly informed of all pertinent information
  • Engaging with program managers, product owners and other stakeholders to ensure a high level of internal customer satisfaction
  • Coaching the team to become highly self-organizing and self-directed
  • Overseeing the technical design of the software to ensure compliance with architecture standards, guidelines and objectives
  • Ensures accurate resource allocation and time reporting in accordance with the approved budget
  • Managing the agile scrum development process
  • Ensuring ongoing compliance with CMMI Level 3 processes and plans
  • Leading software release planning and creating release charter documents
  • Leading the agile planning and backlog grooming meetings
  • Facilitating backlog grooming meetings, daily standup meetings and retrospectives
  • Tracking and reporting performance metrics and taking action to correct issues
  • Preparing and presenting team status and information during monthly project status reviews
  • Ensuring good change management processes, including obtaining approval for any scope changes from the Configuration Control Board (CCB)
  • Performing ongoing risk management
  • Report team progress and performance
  • Recruiting and onboarding of new software engineering staff
  • Leading formal decision making processes for major decisions

Qualifications:
Typically requires a BE/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.
 
REQUIRED SKILLS:
  • At least two years of experience successfully managing people
  • Proven ability to foster a healthy team identity and work environment
  • Ability to develop software engineers through supporting, mentoring and coaching
  • Past experience developing software using Microsoft technologies
  • Knowledge and experience implementing the agile scrum framework
  • Demonstrated understanding of standard software development practices
  • Technical management experience with software or systems in a Microsoft environment, to include web services and applications, Windows Server, Internet Information Server, and SQL Server
  • Proven ability to translate requirements into software development designs and plans
  • Ability to translate requirements and designs and breakdown the work into detailed tasks
  • Ability to quickly and accurately estimate the level of effort for development software applications, reports, services, interfaces, custom conversions and application extensions
  • Knowledge and experience with web technologies such as HTTP, HTTPS, SSL, XML and web services
PREFERRED SKILLS:
  • Certified agile scrum master
  • Experience with Microsoft C#, HTML5, XML, Microsoft Windows Communications Foundation (WCF), and Microsoft SQL Server
  • Experience with Microsoft Cloud Services or other cloud computing technologies
  • Experience delivering software for the US DoD, to include knowledge of DoD security standards and practices
  • Project Management Professional (PMP) Certification
  • Experience working in CMMI Level 3 or higher organizations
