The Program Manager will lead the program team which will consist of employees, subcontractors, partners, and support staff. In this role the PM have P&L responsibilities to the division and will serve as the liaison between the Leidos team and the government program office. This role will ensure full and open lines of communication between all parties responsible for performance of work as required under the terms of the Task Order(s). The PM shall be available during normal duty hours to meet with government personnel designated by the Global Combat Support System - Marine Corps (GCSS-MC) Post Deployment Sustainment Services (PDSS) Program Management Office (PMO) to discuss Task Order performance; however, military missions may dictate after hours work and support to the program office as necessary.
The PM will provide a managerial framework that will employ uniform and common business processes, procedures and the standardization of repetitive use documents in support of the GCSS-MC/PDSS effort to include report formats and submission. The PM shall take action to ensure continuity of business practices if Key Personnel are changed during the period of performance & support effort.
The PM will be required to present formal briefings related to the task as stated in the performance work statement to the Government administrative group and other interested parties as required. The PM shall provide program management, project control, and contract administration necessary to manage a high-visibility, multi-task effort involving professional, geographically dispersed vendor personnel; will ensure quality control supervision to assure accuracy and fidelity of all deliverables; will ensure resources are available to meet schedule and quality standards of each task/deliverable, in accordance with Task Order(s) terms as specified in the PWS; will prepare and update, as required, a time-phased plan for Task Order(s) execution; and will address any overdue and/or missed suspense with the Government administrative group, as appropriate. Timely/proactive communication is required to ensure high workforce productivity.
The PM should have an understanding of GCSS-MC/PDSS Programs as it relates to Operational Sustainment & Logistical support systems. An understanding of logistical support systems, Oracle EBS and/or other COTS/GOTS systems working within the military logistical and supply systems is recommended.
The PM must have experience in progressive Information Management Systems (with an emphasis in supply chain management) including experience with both development and operational sustainment systems. Experience supporting and managing diverse and geographically separate teams of a variety of skills and IT disciplines is required. The PM must have excellent written and verbal communication skills demonstrating the ability to present material to the GCSS-MC/PDSS Division and other Government officials as required.
REQUIRED EDUCATION AND EXPERIENCE:
• Active Secret Security Clearance or higher
• BA/BS degree with 12+ years of relevant experience or
• MS degree with 10+ years of relevant experience
• 6+ years leading Information Technology teams
• 10+ years of experience in Program Management
• Active TS Security clearance or higher
• Program Management certification
• Proven track record within the Defense and Intel communities or Military sectors
