Description:

The Civil Health Group of Leidos is seeing a Kanban/O&M Technical Lead in Bethesda, MD.


We are currently seeking a talented Kanban Technical Lead supporting Operations and Maintenance team for the Health Resources and Services Administration (HRSA) Data Warehouse (HDW) in Bethesda, MD. As the Nation’s public health agency, HRSA’s mission is to provide direct and indirect resources to administer to the health care needs of the medically under-served in the United States. In order to do so, HRSA requires extensive data on population, income, existing health care resources, the health workforce, as well as various other types of contextual data. Data are stored in the HDW repository and published to the HRSA intranet and the internet via numerous web applications, business intelligence dashboards, mobile applications, data services, and other mechanisms.

Job Description:
Responsibilities include providing Operations and Maintenance (O&M) support that includes: scheduling, task estimation, web software maintenance, web service maintenance, production support, support for ad hoc requests, and configuration management in Kanban software environment. The position will also require experience with ETL, GIS, BI tools and other associated technologies. Work will take place between the customer site and Leidos site in Rockville, Maryland. The successful candidate will perform O&M tasks in direct collaboration management, customers, other contractors and other stakeholders. The Technical Lead will be expected to:
• Lead a rapid-response team comprised of multiple functional roles (business analysts, software developers, data warehouse experts, ETL developers, GIS developers, testers, etc.) in meeting customer requirements and participating in the day to day maintenance of web applications;
• Understand and participate in the software maintenance lifecycle using Kanban development methodology;
• Thrive in a fast-paced work environment;
• Ensure the team produces high quality code that meets customer expectations and requirements with a low defect rate while meeting schedule targets;
• Submit status information to the PM for inclusion in customer status reports;
• Adhere to CMMI Maturity Level 4 processes;
• Provide a high-level of customer support with an emphasis on cycle time and meeting customer due dates/expectations;
• Provide thought leadership and innovation within the team.
Responsibilities:
• Thrive in a fast-paced work environment;
• Lead a team of developers on O&M tasks;
• Help develop white papers on latest technology, research and software development process, methods and techniques;
• Conduct design reviews and code reviews of tasks performed by other developers in the team;
• Foster and mentor a high performing Kanban team;
• Update product documentation as needed;
• Review the results of code quality tools (e.g. SonarQube) to maintain code quality to evaluate and reduce technical debt;
• Work closely with Product Owner and Scrum Master in planning releases, monitoring progress and investigating production issues;
• Arbitrate disagreements with engineers and make decisions where needed without damaging relationships;
• Communicate and collaborate extensively with functional team members such as Requirements, developers, and testers;
• Adhere to CMMI Maturity Level 4 processes;
• Provide status and other day-to-day communications as needed;
• Provide help desk triage/production support


Qualifications:

QUALIFICATIONS:
Minimum of Bachelor's degree in a related technical field and 8 years related technical experience (or equivalent based on evaluation of academic credentials, training and/or experience).

REQUIRED SKILLS/EXPERIENCE:
• Must have experience maintaining web applications in C#, .NET Framework, ASP.NET, SQL/TSQL, SQL Server, SSIS, GIS, GIT, BitBucket, Bamboo UML;
• Experience with enterprise level information management systems;
• Must have experience in XML and related technologies (XSLT, XPath, XQuery, XSD, SOAP);
• Must be experienced with databases and entity-relationship diagram documentation;
• Must be experienced with Object Oriented Design and use of Design Patterns;
• Must have production support experience;
• Must have experience writing automated unit tests;
• Experience mentoring software engineers to improve their skills, and make them more effective software engineers;
• Experience influencing software engineers best practices within your team;
• Must have a commitment to delivering high-quality software and data;
• Must demonstrate a sense of urgency, and the ability to work independently and proactively in achieving team and individual objectives;
• Must have agile software development experience;
• Must be comfortable in a dynamic and fast-paced environment;
• Must have strong attention to detail and an inquisitive mindset;
• Experience with Business Intelligence dashboard applications/software a plus;
