The Civil Health Operation of Leidos is seeking a Configuration / Release Management Lead, contingent upon contract award, in Bethesda, MD.

Description: Leading configuration and release management to support an enterprise IT environment. Follow ITILv3/ITSM best practices framework to manage network systems and server configuration and releases supporting a team of service desk technicians and operations engineers. Lead and coordinate Change Advisory Board (CAB) activities using existing processes and procedures to review requested changes to assess technical, security, and business impact.
Main Responsibilities:
• Lead and support all aspects of ITIL Configuration Management and Release Management practices for an enterprise client in the health IT space
• Lead and support CAB to evaluate requested changes and assess technical, business, security, and operational impact to the existing IT environments
• Leverage Agile and/or DevOps concepts to manage software development rollouts including Development and Test environments; and supporting infrastructure environments including Test, Integration, and Production environments
• Manage configuration and releases of GOTS, COTS, and custom software across all environments
• Manage infrastructure elements including servers, OS, and 3rd party software/tools in support of DevOps-based software development and releases to maintain Continuous Integration / Continuous Delivery (CI/CD) environments
• Monitor and maintain resources needed to deliver IT services and manage Configuration Items (CI) through lifecycle
• Design, implement, and manage a Configuration Management process based on client-directed policy, process, and standards; including potential implementation and management of a Configuration Management Database (CMDB)
• Manage a desktop configuration environment following guidance in accordance with the US Government Configuration Baseline (USGCB) policy including different platforms such as Windows, Mac, and Linux desktops
• Review, manage, and maintain a Desktop Configuration Management plan and use existing tools for patching and upgrades, such as the IBM Tivoli Endpoint Management / BigFix
• Install, configure and implement tools Apple Update Services using tools such as the JAMF Pro/Casper
• Install, configure and implement Microsoft BitLocker Administration tool
• Deploy and maintain tools such as Serena Release Center/Serena Business Manager, Serena Deployment Automation, ElectricCloud’s ElectricFlow, Docker, Proof Test Automation, Maven, Ant and Jenkins in support of a DevOps environment
• Administer code repository tools such as GitHub
• Support cross functional teams providing service desk, infrastructure operations, Agile- / DevOps-based software development, and security support services


Basic Qualifications:
• ITILv3/ITSM certification with ITIL Practitioner level preferred
• 10+ years of experience and successful track record of configuration and release management on projects using ITILv3/ITSM or other best practices
• Organizing and leading configuration and release processes to deliver exceptional IT services within enterprise environments
• Experience using industry best practices such as ITIL/ITSM, Agile, and/or Kanban delivery framework
• Experience supporting a large campus enterprise IT environment
• Experience with vendor management
• Ability to guide the team through CAB and Request for Change (RFC) processes
• Ability to assist in developing standard operating procedures (SOPs), work instructions, policies and procedures
• US Citizen or Green Card Holder with the ability to obtain a security clearance

Desired Technical Knowledge:
• Operating systems and hardware platform such as Windows (7 and 10, and server platforms), Linux, and Apple OS X
• JAMF Casper Service, MDT, or SCCM
• Software Distribution and Patch Management (Tivoli TEM/BigFix, Microsoft SCCM), Privilege Escalation such as PowerBroker, Virtualization (VMware), DR/COOP (AWS or Azure), Performance Monitoring (Solarwinds, Splunk), and Enterprise print services
• MS Windows network infrastructure, including Active Directory and Group Policy, directory services such as LDAP
• VMWare ESXi/vSphere environment for enterprise environments, advanced VMware concepts such as vSphere Distributed Switch (vDS), Site Recovery Manager (SRM), vSphere Storage I/O Control (SIOC), VMware Network Virtualization and Security Platform (NSX), Update Manager
• Cloud knowledge : AWS, Azure, or others
• Security vulnerability scanning and remediation tools
Additional Desirable Qualifications:
• Certifications such as ITILv3/ITSM, MCSE, CCNP, CCIE, CISSP, or Apple certifications
• Agile, Scrum, or Kanban certification / experience
• Familiarity with health IT environments
• Excellent oral and written communication skills
• BA or BS degree preferred
