Description:
Responsible for planning and managing of various projects and construction activities including engineering support, procurement, and subcontracting.

Manages a project team including engineers, planning and controls specialists, materials control and drafting technicians, construction coordinators.  Responsible for installation quality and personnel safety. Keeps the PMPS manager informed of project status, issues, and incidents for the project.  Also, assists in developing estimates and budgets for new projects.
 
Reviews designs, performs constructability reviews, responsible for project planning and scheduling, reviews estimates and materials take-offs, and is directly responsible for the execution of the project.  Responsible for change control of projects and for managing budgets tied to project activities. Identifies required design and specification changes prior to construction.

Interacts with the National Science Foundation, military and other agency officials in a professional and tactful manner, on an as needed basis. Communicates professionally, both orally and in writing, with subordinates as needed to relay information they need in order to be successful in their jobs. 

Develops transition plans for the commissioning of new/upgraded buildings/equipment; coordinates the acceptance and turnover process with NSF and the Station Operations team; manages design team deployment and approval of punchlists, coordinating their completion and approval with Title II inspectors and the design team.

Maintains detailed documentation, data and drawings on each project.

Coordinates deployment processes for project team and supporting vendors; verifies contract conformance; tracks issues, action items, O&M manual completion, submittals, RFIs, CRs, as-built drawings, etc throughout the project.

Manages the project closeout and the dedication process for the completed project.

Supports the achievement of ASC metrics and goals, whether they can be directly or indirectly, effected by this position’s activities.

Complies with all ASC Environmental Health & Safety, and Quality Assurance, requirements and goals.  Provides documentation to these divisions as necessary to ensure adequate and legal documentation.

Qualifications:

Typically requires BS in Engineering, Project Management. Eight years of progressive Project Management experience in lieu of degree. PMP Certification desired. Six years of project and construction management experience. Experience with project planning/scheduling, allocation of resources, estimating, cost account management, schedule and cost variance reporting reading and interpreting engineering drawings, shop drawings and specifications. Requires excellent communications skills both written and oral.
