The NISC III program has an opening for a GIS Web Developer in Silver Spring, MD. The candidate must have proven experience developing custom geospatial web based software applications using C# in the ASP.NET environment and Esri’s suite of geographic information system software. The candidate must have strong software development and relational database skills.
Essential Job Functions:
  • Assist in the design, development, refinement, and maintenance of geospatial web applications, modeling applications, and databases needed to support a wide variety of web-based geospatial tools.
  • Assist in the use of GIS and related technologies to develop tools and conduct analyses for the purpose of assessing the safety, security, effectiveness, efficiency, and environmental impact of various transportation systems.
  • Analyze requirement, translate into design specifications, design, develop, code, unit/integration test work products, and support deployment activities
  • Participate in peer reviews of software designs and operation code as needed.

Basic Qualifications
  • Bachelor’s in Computer Science or a related field and 8+ years’ experience, or Master’s Degree in Computer Science or a related field and 5+ years’ experience
  • Knowledge Skills, ability and proficiency with relevant ArcGIS and Oracle Products, data structures, architectures development Tools and Environments and Relational database Management Systems
  • 5+ Years ESRI and/or open source GIS Web Application Development
  • 5+ Years .Net Development Experience in C#, Visual Basic or C++
  • 5+ Years Web Development(JavaScript, HTML, Asp, Jsp, Php)
  • Demonstrated  Knowledge of fundamental  GIS, geospatial data and mapping concepts such as spatial analysis
  • Demonstrated Knowledge and experience ESRI JavaScript API / SDKs
  • Demonstrated Knowledge of WCF, WebApi, SOAP or REST Client Development
  • Demonstrated experience using the ARC Server REST API in .net.
  • Experienced in implementing solutions using ESRI Portal / ArcGIS Online / Web App Builder
  • Ability to isolate/solve any number of problems from code bugs to database connectivity to application server or operating system failures
Desired Skills
  • Technical training in UI/UX design
  • Ability to clearly communicate technical ideas, whether to other technical peers or non-technical project managers or customers
  • Excellent communication, collaboration, and teamwork skills
  • Experience with GeoMajas, GeoServer, MapServer and/or OpenLayers
  • Experience with current technology implementation patters including service oriented and cloud.
  • ESRI Technical Certifications – Developer/Enterprise
  • GISP Certification
