Leidos is seeking a Program Manager for a 40+ person program providing all source analysis in support of an Intelligence Community Customer located in the Washington Metropolitan Area. The position requires an active Top Secret/Sensitive compartmented Information security clearance with a polygraph examination. There is no exception to the clearance requirement.
The Program Manager is Leidos’ authorized interface with the Sponsor’s Contracting Officer Technical Representative (COTR), Sponsor management, and Sponsor end-user representatives. The PM helps determine both technical and business goals in consultation with Leidos management and makes detailed plans for the accomplishment of these goals.
The PM is responsible for formulating and enforcing work standards, developing and executing project schedules, reviewing work discrepancies, supervising personnel and communicating policies, procedures, and goals to team members. The PM is responsible for the overall contract, to include personnel and technical management of all tasks, and will ensure that the full range of corporate resources is available to perform the required tasks. The PM provides management oversight of all program personnel, both Leidos and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.
The PM performs day-to-day management of the program, and develops long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract. The PM performs horizontal integration planning, and interfaces frequently with other functional areas such as subcontracts, project control, and personnel security. PM ensures program deliverables and schedules are implemented in a timely manner; provides supervision, training, and direction to staff; and serves as the single point of contact for all customer issues or concerns. The PM is accountable for meeting contractual performance criteria and due dates during service delivery, and successful overall project completion.
The successful candidate will have excellent organizational and communication skills and a background all source analysis related to intelligence research and targeting. The PM must be experienced with intelligence report writing, know the intelligence cycle. Work will be performed in a fast-paced, high-energy environment inside a government facility.
Successful candidates will work well in team environments and will be capable of operating independently with minimal supervision. Candidates will be expected to effectively interact with customer personnel at all levels within the customer organization. The position requires exceptional writing skills, as well as experience producing high-quality finished intelligence in support of senior decision-makers.
In addition to the clearance requirement, successful candidates will demonstrate proficiency in manipulating various classified and open source databases to produce various levels of intelligence support to the client.
The PM position requires the successful candidate to:
- Serve as primary point of contact to government
- Develop core training outlines, training plans, records, and risk management reviews
- Provide monthly reports, cost expenditures, training status, and equipment status
- Oversee technical performance and execution
- Provide programmatic and administrative support
- Attend and present contract performance data at program reviews and other meetings
- Establish and execute transition plan and staffing plan
MINIMUM REQUIRED QUALIFICATIONS:
TS/SCI with Polygraph and at least 5 years of recent experience managing programs of similar size and scope. At least 10 years of experience conducting full lifecycle intelligence analysis, operations planning, and the development of finished intelligence products is required.
