HIGLAS Operations Manager
The Health Products sand Solutions operation currently has an opening for a Program Manager to support a large healthcare contract in Baltimore
Serves as Program Manager for The Centers for Medicare and Medicaid Services (CMS) HIGLAS. Manages the operations and all necessary aspects of planning, implementing, transitioning, operating and maintaining CMS HIGLAS Program. This person will be responsible for multi-site coordination and management. Coordinates planning and production of all the contractor's support activities. Demonstrated experience relative to oral and written communications with all levels of management for planning and control of projects. Formulates and reviews project plans, determines cost, and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Assigns, schedules, and reviews work of subordinates. Able to evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operation, as well as functional adequacy. Demonstrated ability to manage a team composed of analyst/programmers and specialists in designing and implementing computer systems. This individual will be responsible for strategic direction and development of cost and operational models to align with customer’s changing regulatory and operational needs. The individual will also serve as the central point of contact to interfaces with CMS management personnel, CMS contracts staff, and other CMS officials relative to program performance.
− Lead the development of infrastructure strategy, architecture, service delivery standards, and procedures for the enterprise.
− Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the enterprise’s IT infrastructure – specific to the Customer environment and taking in to account Industry technology trends .
− Participate in IT strategy planning activities, bringing a current knowledge and future vision of infrastructure technology and systems and best practices (e.g., ITIL) as related to the needs of the business.
− Proactively research and recommend courses of action to prevent problems and to maintain high infrastructure service levels for the user community.
− Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery

BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.
Experience with CMS processes, procedures and policies
-Project Management (PMP) Certification.
-Information Technology experience, with experience in managing multiple, cross-functional teams or projects and advising senior level management and key stakeholders in a US government environment.
-Demonstrated experience in planning, directing, and managing the development, implementation, and performance of IT operations on a medium to large government IT Infrastructure program.
-Demonstrated experience with the management and supervision of employees of various labor categories and skills in a complex, medium to large IT Infrastructure program.
-Demonstrated ability for oral and written communication with the highest levels of management.
-Demonstrated experience with managing performance metric contracts that must conform to SLAs.
Excellent Communications Skills
Experience supporting the Centers for Medicare and Medicaid Service (CMS), Department of Health and Human Services or associated Operating Divisions, the Social Security Administration, or similar Federal Agency Customer environment.
Six Sigma Training at a Green Belt level or greater
