Leidos has an opening for a Senior Principal IED and Insurgent Network Analyst (SPA) to support the National Ground Intelligence Center. The successful candidate will report to the Program Manager within GSBU.

The SPA is the senior person assigned to a branch monitored by a Government civilian or military Technical Monitor. The SPA is responsible for all aspects of production, training and deployment of his/her branch. The SPA coordinates the activities of Principal Analysts and their teams, providing operational and administrative oversight. The SPA is responsible for intelligence production and quality control of products of his/her branch and teams. SPAs, in coordination with their assigned government Technical Monitor and/or COR organize their sections to meet the taskings and requirements of the PWS. SPAs are deployable and Contractor employees filling this position shall be considered key personnel. The SPA conducts all-source intelligence analysis to identify insurgent and IED networks, which include leaders, facilitators, financiers, cell members and bomb makers to identify potential targets for possible lethal and non-lethal action. Identifies new networks and targets on which to focus analytic efforts. The SPA assists with the training and mentoring of junior personnel and acts as the team leader for up to 20 analysts. The SPA coordinates all intelligence research and production activities of the team, tracking the status of production and timeliness of RFI responses, ensuring all activities are entered, and properly updated, in the CITP production tracker. The PA coordinates and synchronizes activities of deployed and CONUS team members to ensure CONUS-based analysts are supporting deployed team members. The PA conducts initial quality control of all team products and responses to RFIs. The PA oversees the preparation of team members for OCONUS deployment, ensuring the contract analyst is technically qualified, completes all pre-deployment paperwork and processing, and has adequately coordinated in advance with the forward deployed analyst he/she is replacing. The SPA is responsible for the training of team members. The SPA assists the SPA in determining OCONUS rotations, status of analyst training and preparedness for deployment. The PA may function as the operations manager to assist the Senior Principal Analyst in controlling branch activities. The PA can be deployed, if necessary, to fill a deployed SPA position. Contractor employees filling this position shall be considered key personnel. Coordinate with other teams to produce assessments and targeting products. Develop regional network assessments of IED and insurgent networks. Produce targeting support products for deployed forces. Prepare and present intelligence briefings and presentations. Evaluate information reporting and sources. Answer Requests for Information (RFI). Develop Source Directed Requirements (SDR) Populate and Maintain databases, production trackers and files. Upon successful pre-deployment evaluation, is capable of deploying to low-risk assignments in the theaters of operation. The JA also produces intelligence assessments for formal production and release to the Intelligence Community (IC) and other consumers. Coordinates with other NGIC offices, IC organizations and theater intelligence resources to gather additional information and share analytic conclusions. The Journeyman analyst is capable of deployment throughout theater of operation to conduct counterinsurgent and IED network analysis.


This position requires individuals to be government trained intelligence analysts with a minimum of 12 years of intelligence analysis and targeting experience; however, on a case-by-case basis a badge and credentialed Law Enforcement officer with at least 12 years’ experience conducting investigations on an accredited Local/State/or Federal Law Enforcement Agency is acceptable. The Candidate shall be knowledgeable of the Intelligence Cycle, Collection Management Cycle, Targeting Cycle and intelligence analytic techniques including trend and pattern analysis, geospatial analysis, link analysis and network or social network analysis. The Candidate shall be experienced with data processing systems such as DCGS-A, CIDNE, and SIPRNET and JWICS search engines. The Candidate shall have a working knowledge of i2 Analyst Notebook, AXIS Pro, WebTAS, ArcGIS, and Google Earth. The candidate will be stateside with rotational deployments to Afghanistan to support and other potential overseas locations in support of the US Government.

The candidate will be proficient at using basic computer applications and intelligence related automation to support analytical efforts and product development; possess strong research, writing and editing skills; and be capable of managing teams of analysts in support of tactical, strategic and special operations forces conducting counter insurgent/IED targeting. The candidate will train and mentor junior analysts to prepare them for deployment. The candidate will understand intelligence requirements for both lethal and non-lethal targeting.

This position requires former military occupational specialty (MOS) 31D, 311D, 35F, 350F, 35D, 18F, 180A, or DoD joint service equivalent, or civilian 0132, 1811, and a Bachelor’s Degree (may substitute 4 years of experience for education requirement).

Background in counter-terrorism, counter insurgency, or counter IED analysis and experience as an intelligence or targeting analyst in Afghanistan is desired.
