JOB DESCRIPTION – Enterprise Data Architect/Engineer
The Enterprise Data Architect/Engineer serves as the liaison between our federal users and the database management team and any software development/integration teams. The enterprise data architect must be able to organize and structure a data architecture work plan, and be well versed in gap analysis of enterprise data architecture practices. Be able to develop the data architecture work plan and structured activities based on Enterprise Architecture focus areas and data domains. He or She must be able to understand and communicate the data requirements of all future infrastructure needs, working with the IT architects to develop an approach that fits the current and planned needs of the Agency ("enterprise"). Be able to develop guidance on data architecture methods and practices including alignment to enterprise lifecycles and processes. The data architect must define strategies, principles, vision and standards for data within an Agency. Provide the data framework, governance and roadmap to attain the vision. Works with strategic vs. tactical requirements of the organization to fulfill the business needs. Partner with management to propagate the vision across the enterprise. Have the experience and expertise to create a data domain model enterprise conceptual data model detailing major entities, definitions and notional taxonomy. The candidate must also be able to oversee subcontracts that pertain specifically to the requirement of the subcontract.
Skills (Minimum Qualifications):
The Enterprise Data Architect/Engineer must be able to understand how the data relates to the current operations and the effects that any future process changes will have on the use of data in the Agency and must be alert to the need to maximize the data resources by reducing redundancy, enabling accessibility within security boundaries, fostering corporate understanding of the meaning of the data (meta data management).
Experience with a subset of technologies and processes identified below:
Information Assurance, Infrastructure Operating Systems, Virtualization, Installation supporting tools and environments with specific knowledge of J2EE/Java, MS Project, MS SQL Server, Metadata Repositories, MS Office Suite and Access, Oracle - Database (9, 10, 11g), Internet, Embarcadero’s ER Studio, ERWin, XML Spy, Toad, SQL Plus, Data profiling, analysis, and migration; Data warehouse design and implementation.
The candidate should be able to work in a fast-paced environment and successfully execute assigned tasks with little oversight. Must be eligible to obtain a public trust. Must be a US Citizen or a Green Card Holder.
Key competencies include:
Oral and written communication skills; learning skills; customer service orientation; problem analysis; problem-solving; adaptability; planning and organizing; attention to detail; and familiarity with data center environments or procedures.
It’s desired that the candidate have knowledge of Federal Enterprise Architecture Guidelines. Other desired knowledge components include; Subversion, StarTeam, PKI, Database and security components comprising of Oracle SOA, ESB, directory, security, Certifications in Erwin or BPwin. Candidates having knowledge and/or experience with some or all of the FMCSA Core Systems such as the Motor Carrier Information Management System (MCMIS), the Safety and Fitness Electronics Records (SAFER), Licensing and Insurance (L&I), Electronic Document Management System (EDMS), Enforcement Management Information System (EMIS), FMSCA Portal, SafetyNET, Unified Registration System (URS), Hazardous Materials Package Inspection Program (HMPIP), National Consumer Complaint Database (NCCDB), National Registry of Certified Medical Examiners (NRCME), ASPEN, CAPRI, CASERITE, CDLSIS Access, Inspection Selection System (ISS), INFOSYS, CAT, Sentri, Profile Viewer (ProVu), and Query Central.
