Description:
The Health Products and Solutions Operation currently has an opening for a Program Manager to support a large healthcare contract in Baltimore.

Serves as Program Manager for The Centers for Medicare and Medicaid Services (CMS) Fee For Service (FFS) task order under the CMS Virtual Data Center (VDC) Prime Program . Manages the operations and all necessary aspects of planning, implementing, transitioning, operating and maintaining CMS' application hosting and all related hardware/software within the Virtual Data Center, specifically for the oversight of the Fee For Service. Oversight includes the following areas: Hosting Services, Resource-Based Enterprise Services, Telecommunications and Networking Services, Disaster Recovery Services, and Enterprise Security Services. This person will be responsible for multi-site data center operations with DR/COOP capabilities. Coordinates planning and production of all the contractor's support activities. Demonstrated experience relative to oral and written communications with all levels of management for planning and control of projects. Formulates and reviews project plans, determines cost, and ensures conformance to work standards. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Assigns, schedules, and reviews work of subordinates. Able to evaluate proposed information systems to determine technical feasibility with government specified technologies, cost for implementation and operation, as well as functional adequacy. Demonstrated ability to manage a team composed of analyst/programmers and specialists in designing and implementing computer systems. This individual will be responsible for strategic direction and development of cost and operational models to align with customer s changing regulatory and operational needs. The individual will also serve as the central point of contact to interfaces with CMS management personnel, CMS contracts staff, and other CMS officials relative to program performance, as well as the Point of Contact for collaboration with other CMS contractors performing on related task orders in the Virtual Data Center environment. Lead the development of infrastructure strategy, architecture, service delivery standards, and procedures for the enterprise. Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the enterprise s IT infrastructure specific to the Customer environment and taking in to account Industry technology trends . Participate in IT strategy planning activities, bringing a current knowledge and future vision of infrastructure technology and systems and best practices (e.g., ITIL) as related to the needs of the business. Proactively research and recommend courses of action to prevent problems and to maintain high infrastructure service levels for the user community. Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery



Qualifications:

BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.

-project management (PMP) certification. -information Technology experience, with experience in managing multiple, cross-functional teams or projects and advising senior level management and key stakeholders in a US government environment. -Demonstrated experience in planning, directing, and managing the development, implementation, and Performance of IT operations on a medium to Large government IT Infrastructure Program. -Demonstrated Ability for oral and written communication with the highest levels of management. -Demonstrated experience with managing Performance metric contracts that Must conform to SLAs. Excellent Communications Skills Experience supporting the Centers for Medicare and Medicaid Service (CMS), Department of Health and Human Services or associated Operating Divisions, the Social Security Administration, or similar Federal Agency Customer environment. Six Sigma Training at a Green Belt level or greater ITIL Certified Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
