Description:

Leidos has an opening for a Scheduler to support the Assembled Chemical Weapons Alternatives (ACWA) program.  The successful candidate will support the BGCAPP Field Office (FO) Project Manager by conducting project scheduling, data preparation and collection for one or more projects.  This position is located in Richmond,KY.

JOB SUMMARY:

The primary responsibilities of the Scheduler include document reviews, technical research, and provide technical input associated with Systems Contractor activities to provide the necessary information for the Government to perform their oversight mission. The Scheduler shall review and analyze the SC’s cost and schedule data and provide technical analysis of BPBG-JV cost and schedule performance to include, but not limited to analysis of, monthly CPR, IMSs, and SC corrective action plans. The Scheduler shall also provide technical analysis of the accuracy of data associated with the SC’s EVMS and provide timely documentation and feedback to the BGCAPP FO, which may include the BGCAPP Government SPM, PEO ACWA systems contract COR, and systems contract ACO.

PRIMARY RESPONSIBILITIES:

The Scheduler shall support the BGCAPP FO during Defense Contract Management Agency (DCMA) post-validation review of the SC’s EVMS.  In addition, the Scheduler shall participate in all IBRs for the purpose of providing technical input to the Government.  The Scheduler shall provide EVMS and/or IBR training to BGCAPP FO personnel when requested by the FO.

The Scheduler shall provide to the Government analysis and evaluation of the SC’s compliance with their procedures for executing the EVMS and the thirty-two ANSI criteria (as specified in ANSI/EIA-748). The Scheduler shall provide technical information/evaluation to the Government regarding the SC’s EVMS and resultant data and reports.  The Scheduler shall provide analysis and evaluation of the project schedule as necessary to support the Government and provide to the Government oversight of the SC’s schedule. The analysis and evaluation shall address risks to schedule, potential mitigations, schedule impacts, and schedule variances.  The Scheduler shall provide support as necessary to prepare, review, analyze, and update the BGCAPP Field Office LCCE and supporting documentation for performers other than the SC that provide support to the BGCAPP FO. These performers include the BGAD, BGCA, U.S. Army Corps of Engineers (USACE), ACC-RI, KDEP, Kentucky CAC, and other Government/contractor organizations that provide BGCAPP specific support.

The Scheduler shall provide technical input including technical position papers supported by historical or current data or best practices that can be utilized by the Government to develop IGCEs. The Scheduler shall review SC proposals and provide technical input to the Government with an analysis to assist in the Government's technical evaluation. The Scheduler shall provide technical input to reviews of systemization, operations, and closure schedules to include schedule mechanics, logic ties, identification and analysis of schedule risks and mitigations, proper identification and loading of technical activities with appropriate durations, and sequencing of technical activities.

The Scheduler shall prepare and present a project summary briefing to the SPM documenting the SC’s technical progress, current and projected challenges with cost and schedule milestones on a monthly basis. This briefing shall include, but not limited to, the top five project risks, changes in risk status from the last update, mitigation strategies, emergent technical issues and status of issue resolution.

The Scheduler shall provide technical input to support the FO SPM’s cost variance analysis and any corrective action plans from the operation of the main plant and the SDC.  The Scheduler shall provide technical input to support the FO SPM’s review of main plant and SDC data for consistency and accuracy. In addition, the Scheduler will provide technical input to support the FO SPM’s evaluation of the main plant and SDC SC’s estimates at completion.  The Scheduler shall provide technical input to reviews of systemization and operating schedules to include schedule mechanics, logic ties, proper identification and loading of technical activities with appropriate durations, and sequencing of technical activities. Lessons learned from previous demilitarization efforts will be part of the technical support provided. The Scheduler shall attend the main plant and SDC operating contractor schedule and cost review meetings in order to provide technical input to the FO SPM.  The Scheduler shall provide technical input to the FO SPM concerning main plant and SDC work activities. Technical input shall support the FO SPM’s evaluation of monthly schedule and cost data.  The Scheduler shall provide technical input to support the FO SPM’s schedule analysis efforts relative to schedule, cost, and budget issues and related updates. The Scheduler shall provide technical input to support the FO Government staff’s review of the main plant and the SDC SC’s technical progress, current and projected challenges with cost and schedule performance.

 


Qualifications:

BASIC QUALIFICATIONS:

Four year degree; five years’ experience in project management, scheduling, and work control; three years’ experience in EVMS reporting.

Must be a US Citizen and willing to obtain a Secret Clearance.
