• IT Strategist/Transformation Program Manager
Manage the research, design, and development of a transformational IT program helping clients to achieve critical CIO and CTO initiatives for the United State Coast Guard. Leverage technical expertise as a creative thinker to work with varying technical and business SMEs to evaluate the current landscape, blueprint the way ahead, chart the roadmap, and lead the implementation of the roadmap to achieve success. Provide and engage in strategic outreach to stakeholders, analyze potential technology solutions, and characterize service capabilities. Provide industry best practices, new patterns, and principles to transform how clients’ advanced use of their technical landscape. Assist with acting as a champion and change agent for leading transformational changes to stand–up and support CIO and CTO initiatives.
-Experience working with the United States Coast Guard
- 3+ years of experience with defining, establishing, leading, and implementing technology transformation projects
-2+ years of experience with conducting IT Strategy assessments, capturing current and target state, and building actionable recommendations and roadmaps
-Ability to analyze data and situations quickly to comprehend, capture, illustrate, and communicate identified issues and recommendations to influence course of action
-Ability to work with C–suite staff to capture and map IT and business capabilities across various portfolio groupings to better inform CIO and CTO oversight and strategic planning efforts
-Ability to obtain a security clearance
-BA or BS degree required
-Experience with leading and supporting technology strategies and roadmap execution in client environments for alignment with the overall goals and objectives
-Experience with learning and using emerging technologies, concepts, and patterns to develop proof of concepts, assessment tools, and transformation roadmaps
-Knowledge of Cloud, DevOp, Agile, Big Data, Design Thinking, Agile Software Delivery, or similar areas preferred
-Knowledge of business case analysis, business process analysis, business transformation, organizational change management, or a similar area preferred
-Knowledge of IT requirements analysis, operations and logistics, organizational analysis and design, performance management, program management, and project management preferred
-Ability to develop recommendations and solutions, bridging the gap between the organization’s high–level mission, vision, and capabilities and the people, process, and technical solutions, taking into account identified constraints and existing technology
-Ability to demonstrate excellent project management expertise and multi–task, prioritize, meet short–turn deadlines, and collaborate across the team and business
-Ability to build trusted relationships across stakeholders to better align IT and business priorities to formulate and execute short– long–term strategies
-Ability to identify, integrate, and influence technical, data, operational, and organizational transformations through partnerships with senior leaders, functional staff, and various stakeholders
-Ability to scout IT trends, apply industry IT patterns and practices, and apply actionable applied solutions across CIO and CTO focus areas
-Possession of excellent oral and written communication skills to articulate with senior business and technical decision makers, technologists, functional SMEs, and other stakeholders regarding findings and recommendations effectively
Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to classified information. Preference given to those applicants who already hold a security clearance, preferably at the top secret level.
EDUCATION & EXPERIENCE: Typically requires a BA/BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience. Generally has 7+ years of experience supervising or leading teams or projects.
