Quality Assurance (QA) Manager
The Civil Health Operation is seeking a QA Manager, contingent upon contract award, in Baltimore, MD.
The Quality Assurance Manager shall monitor, track, and report all quality assurance measures including SLAs related to system performance and Contractor performance. The Quality Assurance Manager shall report to the Customer Services Manager.
The QA Manager is responsible for leading the quality activities and will be responsible for the quality of the system, products and processes. The Quality Assurance (QA) Manager must be able to provide an independent assessment of how the project's services are being implemented relative to the defined processes and recommended methods to optimize the organization's processes.
This position is responsible for monitoring the quality management system and communicating how the system is performing to management. Primary duties include developing project Quality Management Plan and implementing procedures that conform to the requirements of the contract including the Quality Assurance Surveillance Plan; conducting product/process compliance audits and reviewing/analyzing data and documentation; and developing and implementing procedures for assuring quality in services environment.
The QA Manager is also responsible for all activities involving quality assurance and compliance with applicable customer, regulatory and company requirements. Additional duties include developing corrective actions; collecting and analyzing project SLA and QA metrics for trends, recommending improvements and monitoring results to verify effectiveness; preparing monthly status reports and Quality Management Reviews; initiating process improvements; and tracking data and corrective action status for the projects and reporting any quality issues to Management in a timely manner.
Required Education and Experience
Must hold at least a Bachelor's degree in a related technical field and 11+ years related experience, of which at least 4 must be specialist. Supervisory experience required.
· Must have experience and knowledge of ITIL, ISO 9001:2015, and ISO 20000.
· Must have strong leadership skills and be able to interface effectively with cross functional teams, multiple contractors and with the customer.
· Must possess strong interpersonal skills to support multi-tier communications.
· Must have the ability to operate without close supervision or immediate feedback.
· Must be familiar with capturing, analyzing, and reporting on performance measures.
Must be able to obtain a public trust clearance.
· ASQ Certifications (CQA, CSQE, CQE, CMQ/OE) are a plus.
· Experience and certification with Six Sigma is a plus.
Requires US Citizen or US Person (Green Card Holder) status with the ability to obtain a Public Trust clearance.
