Description:

Job Description: Leidos is seeking a Program Manager in Ridgecrest, CA. The successful Program Manager will have understanding of development, logistics, manufacturing, and upgrades of Mobile EW Threat Systems. Additionally, must have experience in the management of Electronic Warfare and Training Systems projects including development, production, and delivery of products and engineering support to the Aircrew Electronic Warfare Tactical Training Ranges (AEWTTR). These diverse projects encompass radar system upgrades, technical support, logistics support, and range infrastructure improvements. Directs all phases of Delivery Orders/Task Orders from inception through completion. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.


Qualifications:

Basic Qualifications:  A minimum of 15 years of experience in the management of programs involving the  research, development, design, programming, systems engineering, production, installation, and Tactical Combat Training System (TCTS) range integration of Open and Closed Loop, Fixed and Mobile, Radio Frequency (RF) Threat Representative Simulators and Emulators, including the adaptation and integration of Foreign Military Equipment into the TCTS. The Program Manager shall be familiar with the NAVAIR/NAWCWD organization, the Navy/Marine Corps Tactical Training Range Complex, the TCTS, and have a strong understanding of Electronic Warfare (EW)/RF Threat Engagement and Survivability Training for Aircrews.  Minimum security clearance needed:  Secret. 

Proven Project management, task order response & proposal development. Understanding of the Navy training range environment, and training systems logistical requirements. Capable of developing new business opportunities, manage the day-day administrative and personnel issues and have a network of customers that includes NAWCWD China Lake.
