The Advanced Solutions Group (ASG) is seeking a Business Manager (BM). ASG provides maritime intelligence, surveillance, and reconnaissance (ISR) as well as airborne reconnaissance, with an emphasis on mission capability integration and services and products for the military space domain. Working in high-risk environments, ASG employees leverage full spectrum phenomenology, including sensors and signature detection, to deliver superior technology-driven, mission-responsive ISR collection and associated processing, exploitation, and dissemination solutions to support our nation's security in the space, air, land, and maritime domains. The four operations within ASG provide the critical mass of subject matter expertise needed to develop and transition advanced technology into end-to-end solutions to combat terrorism at home and abroad.
This Business Manager position is designed to support the ARL-E Program Manager in activities such as managing the budget, IPMRs, IPRs, integrated master schedule, resource loaded network, personnel rotation schedule, assisting with subcontractor oversight, and managing internal and external deliverables. Some interface will be required with the contract management staff, senior technical personnel, program finance team, as well as other functional organizations. This role will support the Division FO&BM manager in execution of the Sources of Revenue (SoR), Annual Operating Plan (AOP), (OI, Revenue, DSOs, AR, cash generation and cash flow).
The Business Manager will be responsible for assisting the Program Manager, Financial Support Staff, and Contracts/Subcontracts Officers in managing multiple efforts under a contract which includes Earned Value requirements. In this role, the Business Manager will be responsible for managing financial and contractual aspects of the program, as directed by the Program Manager.
The Business Manager will be responsible for proposal management, business plans, and proposal work statements, including acting as a liaison with the customer for all program business and financial related activities. The Business Manager will be responsible to work with program management and technical team representatives to identify, analyze and report cost and schedule variances.
To be considered for the position, a candidate must demonstrate:
A strong background and demonstrated performance in government contracting, particularly related to financial aspects and standard business practices (e.g., familiarity with and ability to interpret statements of work, contracts, subcontracts, purchase orders, etc.). Demonstrated experience with financial analysis, including variance analysis and advanced MS Excel skills. Basic understanding of multiple contract types.
Strong verbal and written communication skills and demonstrated ability to comprehend and communicate complex and/or technical information; be able to tailor communication to an audience to the required level of detail and specification. Ability to produce and communicate through written communication and reports. Possess strong problem-solving and organizational skills. Familiarity with Earned Value Management Systems. Ability to work across organizations and functional areas.
Mastery and efficiency of Microsoft Excel, Word, PowerPoint, Outlook.
Bachelor's Degree in Business, Finance, or related with at least eight (8) years of related experience, including experience on multiple contract types, or Master’s degree with at least six (6) years of related experience. Appropriate level of experience may be considered in lieu of a degree.
DESIRED EDUCATION AND SKILLS:
- An active DOD SECRET clearance is preferred with an ability to obtain Secret clearance.
- Demonstrated experience working with customers and stakeholders, both internal and external.
- Hyperion, Deltek CostPoint, Cognos. Experience with Microsoft Project, COBRA, or other program management software helpful.
- Master's Degree or PMP certification. QRC program project control / financial analysis experience. Familiarity and/or experience with the Program and Risk Review processes. Experience with contract financial management tools (e.g. CostPoint, etc.)
