The Senior Vice President, Civil Health Operations Manager is responsible for a geographically dispersed organization with a multiple programs serving customers such as Social Security Administration, Health & Human Services, Food & Drug Administration, Centers for Medicare & Medicaid Services, Center for Disease Control & Prevention, Health & Human Services, and National Institutes of Health. The portfolio has $560M in revenue and ~1500 employees. The successful candidate will provide guidance to Division Managers and program managers, interfacing with customers, meeting Operation financial objectives (revenue, operating income, days working capital etc.), and conducting business development to increase annual revenue and diversify its customer base through developing a strategic plan and managing submits and awards.

• Leads a high-performing team and provides strategic operational leadership in alignment with the company mission, vision and overall values.
Drives the company objectives forward and ensures efficient operations in compliance with established policies, procedures and contractual requirements.
Establishes organizational responsibility and coordinates functions among department heads and sites to best meet contract deliverables and client expectations. Liaise between departments to improve function and communication.
Analyzes data to assess operational or project effectiveness in order to make informed decisions and advises staff.
Ensures the timely execution of key deliverables in accordance with established contract requirements.
Collaborates with the executive team to implement growth strategies for continuous improvement.
Evaluates systems, processes, personnel and strategies to ensure the overall health of the organizations operating infrastructure.
Collaborates with senior leadership from other contractors to identify and understand client needs and acts as Site Integrator.
Analyzes operations to identify areas for potential cost reduction, program improvement or policy change.
Serve as an official responsible for strengthening and advancing trusted relationships with Leidos’ strategic customers, with the objective of growing Leidos revenue.
Proven networking and relationship building skills and must understand the current and evolving missions and their importance to Health Industry, as well as the full range of current and emerging doctrine, strategies, operational concepts, and requirements.

Customer Relations/Customer Growth and Business Development Orientation:
• Develop and strengthen a trusted relationship with customers while serving as the primary Leidos senior voice to that customer
• Ensure a coherent, integrated Leidos message to the customer while promoting corporate capabilities and solutions to meet customer needs.
• Build, improve and manage significant key individual customer relationships.
• Promote/introduce corporate capabilities and solutions to the customer (leverage internal teaming to introduce new service and solution offerings). Take a bigger view of Leidos and the market.
• Possess an in-depth understanding of both the customer’s and Leidos business.
• Possess an in-depth understanding of the account’s competitive landscape (including competitors/teaming partners).
• Demonstrated ability to manage a pipeline for growth in margin and project extensions, new pilots and deeper customer market share. Knows what their market share is and how to grow it. Demonstrated ability to connect those growth plans to customer-relationships and funding.
• Demonstrated ability to open up new customers through a combination of behaviors such as forging deep relationships, bringing technical solutions and earning pilot projects that grow, M&A that matters and is successful.
• Demonstrated ability to teach next-level executives the craft of business growth and customer relationships.
• Demonstrated ability to learn a new market space in a short time through personal investment and education. Using this knowledge and expertise, engage customers in issues that matter to them, bringing insight and value.

Strategic Communications:
• Define Leidos to the customer by communicating the full breadth and depth of Leidos’ services and solutions that can support the customer’s mission.
• Define the customer to Leidos by ensuring Leidos understands customer needs and trends.
• Communicate account information horizontally across all Leidos Groups to aid in their business development and program execution.
• Establish a collaboration and information reporting capability to support customer information and track emerging opportunities, issues and results.
• Provide senior customers an avenue to communicate satisfaction/dissatisfaction with Leidos performance.
• Communicate internally across Leidos at least quarterly to facilitate planning and execution while disseminating customer information and tracking emerging opportunities, issues and results.

Strategic Planning:
• Coordinate an account management team in creating, distributing and updating a Strategic Account Plan that shapes and supports corporate strategic and annual planning efforts for the customer.
• Assess customer’s direction, trends and strategic opportunities in the 3-5 year time horizon providing results to strategic captures and campaigns, and to internal leaders. Help develop new ideas and solutions to capture new business. Contribute to strategic planning by providing insights as to the evolution of and changes in customer missions, mission approaches, and funding profiles. Show leadership in critical analysis of published customer plans to reflect senior judgment.
• Demonstrated ability to take a strategic intention, a concept, and work it into a business plan, an action plan and a marketing plan.
• Demonstrated ability to constantly assess the strategic intent, and make decisions to stop project or continue them based on sound business rationale and numbers.

Financial Management and Modeling Skills
• Demonstrated ability to generate an accurate and sound multi-year operating plan that incorporates existing pipeline, new growth (connected to action plans) and sufficient reserves. Accurate forecaster (as opposed to precise forecaster).
• Understands federal accounting rules and how to manage a budget.
• Demonstrated ability to teach the company’s mission and strategic intentions, and bring along junior staff of all levels.
• Demonstrated ability to take a strategic intention, a concept, and work it into a business plan, an action plan and a marketing plan.
• Demonstrated ability to constantly assess the strategic intent, and make decisions to stop project or continue them based on sound business rationale and numbers.

Portfolio Management:
• Facilitate identification of the right Leidos capabilities and resources for identified opportunities.
• Actively contribute to the development of new ideas and solutions to capture new business to increase Leidos’ market share in the account.


Required Experience, Education, and Skills:
• Bachelor’s degree or equivalent with 15+ years extensive professional knowledge with progressive leadership experience. MBA preferred.
• Must possess extensive understanding of Government customers, doctrine, concepts, and requirements.
• Ability to obtain Top Security clearance.
