Leidos is seeking highly qualified candidates to support a government client. Candidates must possess a TS/SCI clearance and polygraph to be considered. Join our team of national-level analysts and technical experts supporting decision-makers and policy development for the mission to lead and support the counterintelligence and security activities of the US Government, the US Intelligence Community, and US private sector entities.

Primary Responsibilities:
• Provide strategic analysis and recommendations for current and future programs to support DNI missions, National Intelligence Strategy, Enterprise Objective 7 goals, and the DNI Security Executive Agent (SecEA) authorities, including tracking of SecEA Policy and Oversight initiatives and assisting with comment consolidation and adjudication
• Help establish national policies and standards to facilitate the exchange of personnel security data between stakeholders across the Executive Branch
• Manage comment matrices, ensure SecEA and other Sponsor website content is updated and current
• Provide IT expertise in support of the development and implementation of policies, processes, and procedures associated with responsibilities to assess the application of technologies to expedite, standardize, and improve the quality of personnel security investigations and adjudications
• Support security reform outreach efforts within the USIC and with other personnel security program stakeholders in government
o Creation and Operating and Maintenance (O&M) of the Quality Assessment Reporting Tool (QART)
o Future modifications of QART to expand further collection of quality data
o Creation and O&M of Adjudication Quality Tool
o Creation and O&M of US Government-wide background investigator tracking system
o Institute IT Portfolio Management methodologies to measure return-on-investment
o Provide strategic analysis and recommendations toward the effective execution and increased synchronization of personnel security IT-related activities, programs, and investments occurring across government
o Produce key enterprise personnel security IT program acquisition and management oversight products, including but not limited to, IT strategies and Concept of Operations (CONOPS), system capability requirements definition, capability gap analyses of government-wide agency systems, to include evaluation of their adherence to USIC enterprise architecture guidelines, and alignment to other DNI enterprise initiatives, such as Financial Management and Human Resources transformation, solutions to capture performance measures, and assessments of IT alternatives
o Facilitate mechanisms to achieve increased visibility into agency-level IT system change and configuration control processes
o Attend SecEA interagency working groups to record issues and recommend solutions relative to agency stakeholder IT initiatives
o Host interagency training sessions with personnel security members across the community on SecEA created tools
o Perform program control, tracking, and reporting tasks as the Security Executive Agent’s work plan continues to evolve, and in order to achieve sufficient visibility and confidence in the government’s implementation progress to support the reformed process vision
o Provide technical assessments, strategy, and execution recommendations for designated special topics
o Provide high-level CONOPS to develop and implement a reciprocity web-based form using standard HTML form elements to be used for a 90-day pilot as well as to be hosted on a public website. Design, develop, test, and produce a data collection form, relational database, and internal reporting website to manage clearance reciprocity issues to produce trend analysis results. Facilitate project IT-related discussions at ODNI PMRB Board and ODNI Security ISSM meetings, as well as ODNI management meetings. Advise Reciprocity Pilot and Web-Form Program Manager in all IT-related matters, as needed
o Attend Project Review Boards, IT Governance Board (ITGB) Meetings, and liaise with ODNI ISSO and ISSM’s on all SecEA related IT projects
- Bachelor's degree or 4 years equivalent, related work experience
- Twelve (12) years of relevant technical work experience.
- 5 years of experience working with or in the USIC (may be concurrent with the requisite 12 years of work experience)
- Demonstrated ability to perform critical thinking and strategic analysis on complex problems involving large scale organizations by conducting independent analysis and engaging with Community subject matter experts, summarizing findings succinctly, and presenting logical arguments
- Demonstrated experience working with national level and/or individual USIC agency Security policies and regulations
- A strong background and demonstrated experience in security analysis
- Leadership skill and experience with strategic planning, managing and directing the efforts of large scale government organizations, including demonstrated expertise in change management and stakeholder communication

Preferred Qualifications:
- Advanced degree
- IT Infrastructure Library (ITIL) certifications are a plus
- Knowledge of USIC and DNI Community improvement initiatives and practices that complement the personnel security mission, such as: financial management, IT portfolio management, Service Oriented Architecture, or DNI Chief Information Officer initiatives
- Prior background and demonstrated experience in federal personnel security analysis
- All candidates must have demonstrated and documented experience in the following soft skills; absence of the following soft skills is cause for denial of consideration for, or removal from the contract:
o Demonstrated ability to write concisely and clearly
o Demonstrated oral, briefing, and interpersonal communications skills
o Ability to maintain effective, professional relationships with personnel at all levels of the USIC
o Superior organization and time-management skills
o Ability to manage activities under tight deadlines and in the face of numerous competing priorities
