The Leidos Civil Group is seeking a Project and Program Management Analyst to join the National Airspace System (NAS) Integration Support Contract (NISC III) team.  The position will provide support to the Federal Aviation Administration's (FAA) Enterprise Configuration Management (ECM) office, AJW-261, with configuration control expertise and program coordination. The position support efforts such as providing NAS Change Proposal (NCP) workflow requirements management, business process requirements, scheduling, reporting, training, testing, Information System Security (ISS) support, data administration and operational support of the NCP Workflow tool, CM Help desk, and database management support.  Project and Program Management Analyst will provide assistance and recommendations to managers and staff who directly affect the conduct and attainment of agency goals.  Program areas consist of:   WebCM NAS Change Proposal (NCP) Automation Infrastructure; Configuration Management Technical Support; WebCM Information Systems Security Support; and ECM Infrastructure and Training.  Support to include:
  • Developing Strategic Plans and 5-Year Performance Plans
  • Developing program budgets and resource requirements
  • Developing working documents with Standard Operating Procedures (SOPs) that describe actions necessary for accomplishing work activities.
  • Developing SOPs for gathering and recording metrics.
  • Ensuring requirements with FAA CM Policy or Process impact are communicated to the Enterprise Configuration Management Program Office for clarification and decision.
  • Conducting special program and project studies, as required by the client.
  • Communicating with stakeholders across multiple areas and client team members. May communicate with parties external to the organization (e.g., sub-contractors, vendors, etc.).
  • Automation testing of workflow requirements, business rule implementation and regression testing. Providing support for planning and training of new and existing WebCM users in accordance with the WebCM Training Implementation Plan.
  • Ensuring workflows are consistent with CM policy and procedures that influence and contribute to new tool design thereby making significant improvements in programs, processes, and solutions to enhance results.
  • Providing training and guidance on CM Policy and requirements, both established and new, and Change Management across the agency
  • Planning, organizing, scheduling and managing resources to ensure successful completion of program goals and objectives. Ensuring that programs/projects proceed within scope, time, and budget constraints.



Typically requires a BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience.

Demonstrated knowledge and experience with business management analysis, strategic planning, change management
Skills must include: MS Office Suite (specifically project management tools and solid command of Microsoft Project, Word, Excel and PowerPoint).  Excellent oral and written communication skills required.

Experience in providing support to Federal Agencies and specifically the FAA is strongly desired.
