The Defense and Intelligence Division of Leidos has a career opportunity for a Network Communications Manager with a TS/SCI clearance supporting the Kwajalein Reagan Test Site in the Marshall Islands.
PRIMARY RESPONSIBILITIES: This position serves as a Department Manager of Kwajalein Information Services (IS) and will be assigned to the Kwajalein Range Services (KRS) joint venture contract at the U.S. Army Kwajalein Atoll. This position will report to the Deputy Program Manager of Mission Operations in support of the Kwajalein Range Services contract at the Reagan Test Site (RTS).
This management position is responsible for IT and Communications Operations in performance of the KRS contract while ensuring the RTS mission objectives are met.  Duties will include the management responsibilities of directing, guiding and motivating the KRS IT workforce in the execution of Network Engineering, System Administration and IT support within an operating budget along with supervisor responsibilities of five team leads along with over 50 KRS personnel. Technical responsibilities include ensuring system maintenance, operations and engineering projects for this department are successfully achieved.
Experience in DIACAP and RMF cybersecurity policies is a must.
These activities include providing extensive network design and support, software installations, performing backups and restores, installing patch capabilities, troubleshooting of complex systems, monitoring system logs, creation and administration of user accounts. 
The candidate will provide management in the following areas:
•         System Operations - Provide complex troubleshooting of all server/workstation related functions, system and architecture, on all Networks (DREN, RTSNet)
•         Customer Support – Monitor and maintain the Help Desk/Tech Support on all unclassified networks (DREN, .COM, and residential internet).
•         Network Operations – Provide complex troubleshooting and architecture design of all RTS related network appliances and topography.
•         Telecom Systems – Supports all Telephone Operations on the range to include satellite communications, range radio, COMSEC, and tech control monitoring.
•         IS System Logistics – Maintains all property and procurements for IT equipment in compliance with government requirements.
•         Mission Support – Requires the management of all mission-related communications equipment in support of RTS mission objectives and will require interfacing with government personnel.

EDUCATION & EXPERIENCE: Will require a BS degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience. 
The successful candidate will require 10+ years extensive experience in the following:
  • Experience in managing and maintaining various Operating Systems including but not limited to Linux, VMS, SGI and Windows. Experienced in DIACAP and RMF cybersecurity policies.
  • Experience in System/Networking Accreditation in compliance with government regulations is a must.
  • Maintaining the integrity of and configuration of network components and network firewall configurations as well as implementing operating system enhancements that improve reliability and performance.
  • Also requires demonstrated excellence in written and oral communications to include high level interaction with management and U.S. Government customer personnel. DoD Top Secret Clearance and a Government-issued CAC card is required.
  • Experience with complex network design/support with Certifications to include: Security+, ITILv3.
  • Experience interfacing with the appropriate Government organizations for support regarding system and database administration, hardware, storage and communications requirements.
  • Must be able to interact effectively with developers, system stakeholders and the customer.
