Contracts and Acquisitions (C&A) provides all purchasing, subcontracting, receiving, warehousing, distribution, and transportation services for the Frederick National Laboratory for Cancer Research (FNLCR) operations.


Subcontract Closeout Specialist

  • Provide subcontract support services for all types of contracts
  • Perform subcontract closeout activities for all procurement agreement types. Includes ensuring proper reconciliations of all subcontract data, collaborate with the Technical Program Managers (TPM), Subcontract Administrators, Subcontract Invoice Processors, Accounts Payable, and Subcontractors to ensure all data is properly analyzed and reconciled to closeout expired subcontracts
  • Coordinate and reconcile with Finance Internal Audit on any close-out action, as appropriate; Ensure the de-obligation of any remaining funds and reconciliation with the financial system
  • Maintain records of subcontract close-out status
  • Effectively communicate status by producing reports during all phases of the subcontract closeout process
  • Ensure department’s subcontract closeout process and checklists are properly completed in accordance policies and procedures
  • Obtain Release of Claims forms from Subcontractor
  • Secondary functions will also include assisting Subcontract Invoice Processors in the review of subcontractor invoices
  • Track subcontract funding status to identify excess funds to be de-obligated
  • Confirm payment of invoices (secondary/support activity)
  • Communicate with the TPM on issues identified during the review and approval of invoices (secondary/support activity)
  • Perform data migration from LBR’s subcontracts data management database to a new subcontract data management database and maintain current and accurate records for reporting ad hoc data requests



To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor’s degree in Business, Accounting or related field from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • In addition to education requirement, a minimum of two (2) years of job related experience with supporting procurement functions
  • Experience supporting efforts to identify subcontracts or purchase orders requiring closeout by consistently tracking and verifying subcontract funding, period of performance, total billed and outstanding Accounts Payable
  • Proficient in in MS applications: Excel, Word, PowerPoint, Outlook, SharePoint)
  • Proficient in Deltek Costpoint
  • Must be able to obtain and maintain a security clearance


Candidates with these desired skills will be given preferential consideration:

  • Costpoint experience is preferred
  • Strong organizational and analytical skills

Expected Competencies:

  • Strong computer skills and familiarity with Microsoft Office Software and SharePoint
  • Ability to be flexible and work creatively and analytically in a problem-solving environment
  • Knowledgeable of FAR 4.804 and applicable Government services procurement regulations
