Description:

Leidos has a career opening for a Site Operations Manager located in Alexandria, VA.

POSITION SUMMARY:

The job of the Site Operations Manager is to be responsible for managing daily CONUS & OCONUS site operations through subordinate supervisory and management personnel, in the areas of aircraft flight operations supporting geospatial data acquisition, processing, and dissemination. The candidate shall oversee and report directly to the Deputy Program Manager for Operations on all aspects pertaining to the day to day operations spanning the entire fleet. The candidate shall handle all reporting and quality assurance over sites spanning the globe and numerous time zones.  CONUS/OCONUS / Multiple Locations / Deployments of 90 to 180 consecutive days.

PRIMARY RESPONSIBILITIES:

-Ensure the delivery of CONUS & OCONUS objectives in support of the HR3DGI program through effective implementation of contract cost, schedule, and performance requirements throughout the Contract Period of Performance.

-Responsible for managing the efficient and effective coordination and accomplishment of the planning, scope, development, design, and direction of daily operations.

-Responsible for the coordination and execution of all daily operations for all sites, including staffing, resources and reporting for all HR3DGI operational sites CONUS and OCONUS

-Proven and effective communicator who can provide rapid and accurate feedback to the program management team and directly to the customer regarding the day to day operations of the site.

-Integrate customer requirements and participation into a comprehensive management plan, that is fully coordinated with all contributing agencies and organizations including various functional elements within the Installation establishing, responsibilities and setting expectations; control and manage assigned projects, budget and schedule, assuring that commitments to the customer are met.

-Communicate operating philosophy, objectives and expectations to the program staff.

-Effectively resolve problems and/or conflicts and maintain open communication with the program management and the customer.

-Timely and accurately collect operations and management information in order to write daily reports detailing activities.

-Anticipates and pro-actively takes action on unfavorable variances as appropriate.

-Develops processes and procedures that will optimize operational efficiency and quality assurance.


Qualifications:

BASIC REQUIREMENTS:

-Bachelor’s Degree and 5+ years of related experience or a Master’s Degree and 3+ years experience. Additional years’ experience may be used in lieu of a degree.

-12 years minimum of direct experience in a management position with a focus on operations.

-Must have and maintain a Top Secret SCI DoD security clearance

-Knowledge and experience in managing deployed operational teams in support of tactical customers and programs

-Knowledge and experience of operational airborne and geospatial collection systems

-Management of multiple small teams in austere environments.

-Knowledge and experience of project management and knowledge of process and performance management and improvement

-Expert knowledge and experience in operational communication, collaboration, and information and data management solutions, preferably with US military or USG agencies dealing with DCMA 8210.1C compliance.

-Must have specific and in-depth knowledge of military operations, organization, terminology and the execution of staff planning (Joint Military Decision Making Process) in a joint, combined and interagency environment.

-Must have strong interpersonal skills and be customer oriented as well as have the ability to operate independently.

-Shall be knowledgeable with all associated platform support and hardware of the program.

-Must be able to meet all CRC deployment and medical requirements in case deployment is needed.

-The candidate shall meet the physical demand rating of light, lifts on an occasional basis; a maximum of 25 pounds with frequent or constant lifting of 10 pounds.

-Proficient in the use of a personal computer and in the use of Microsoft Office applications.

-This position requires the contractor to work OCONUS and to keep a flexible 84 hour week.
