Sr. Program Manager
The Defense and Intelligence Group, Operations and Logistics Solutions of Leidos has an opening for a Sr. Program Manager to be based at our Aberdeen Proving Grounds, Maryland location.
The experienced Program Manager (PM) will manage a diverse and highly complex program providing airborne, manned ISR for the US Army. The program supports PM-SAI and a significant portion of the work occurs in Afghanistan. The primary work location for this position is Aberdeen Proving Grounds, Maryland, but periodic travel will be required to customer locations in Afghanistan and also within the United States (Ft. Gordon, Ft. Huachuca, Ft. Bliss, Ft. Hood and Huntsville, AL etc.).
The PM is responsible for the success of the overall portfolio to include customer engagement, program performance, delivery of financial results of the program, development of the Leidos staff, and working with Business Development to identify/deliver new business in adjacent markets. The PM will work with staff to ensure we plan and execute all aspects of the program including staffing, subcontracts, project control, security, processes, customer relationship plans, and program business rhythms. The PM is responsible for developing a strategy with clear objectives that will ensure the program is “kept sold”, delivers on-contract growth, and identifies, qualifies & delivers leveraging our capabilities with current or adjacent customers.
The PM will report directly to the Division Manager. The PM assists in career development plans for Leidos employees and manages compliance with training requirements and performance reviews. The PM serves as the customer’s escalation point for all issues that may arise on the contract.
•Provide programmatic oversight to 200+ employees assigned to the program.
•Provide technical and administrative leadership and guidance to implement industry best practices and meet contract requirements.
•Establish strong relationships with senior customers to ensure the program metrics are met or exceeded and address issues if required.
•Establish milestones and ensure adherence to master plans and schedules, identifies and manages risks and program problems and develops mitigations/solutions.
•Present formal and informal project schedule, status and plan briefings to the government and corporate managers through oral and written communications.
•Responsible for managing all aspects of the program, including project planning, development and implementation according to cost, schedule, and technical (scope) requirements.
•Participate/chair program reviews ensuring plans are in place to identify risks and remediate issues.
•Delivery of Annual Operating Plan targets for awards, revenue and operational income.
•Development of on-contract growth and new business opportunities.
•Development of employees.
•Ensure all security requirements are adhered to.
•Bachelor’s degree with 12+ years of related experience as a Program/Portfolio Manager.
•Experience with Cost Plus, Fixed Price and Time & Materials contracts.
•Experience reviewing task order requirements and generating complete and accurate Basis Of Estimates (BOEs).
•Experience supporting Government projects.
•Demonstrated outstanding customer relationship, communication and briefing skills.
•Experience developing organization and staff capabilities.
•Strong track record of organizational leadership and business management, including strong analytical, presentation, and problem-solving skills; possess outstanding verbal and written communications skills.
•Demonstrated ability to make sound decisions and handle stress while meeting deadlines and performing in a high paced environment.
•Ability to travel up to 50% of the time to include trips to Afghanistan.
•Currently possess a DoD Top Secret/SCI security clearance.
•Relevant advanced degree.
•PMP or other project management certification.
•Experience managing and driving program and financial performance across a portfolio of government programs valued at over $75M in annual revenue.
•Experience with subcontract management.
•Experience with Leidos processes including proposals, program reviews and financial reviews.
•Experience driving on-contract growth and/or new business opportunities.
•Experience managing a project with multiple CLINs.
•Experience with managing DoD contracts.
•Experience providing proposal support to include developing win strategies, teaming strategies, and pricing strategies.
•Demonstrated experience managing a diverse workforce – skills and geography.
