Position Summary: The Systems Engineer serves as the Subject Matter Expert for FuelsManager® Defense Enterprise (FMD) Base Level Support Application (BLSA), FASTracker, and all other Enterprise applications supported on behalf DLA Energy and the DLA-Energy Customers.


Major Responsibilities:

• Full Scope Database Administration duties to include installation, configuration, and maintenance of SQL Server 2008 R2 and above OLTP and Data Warehouse environments and HA/DR solutions

• Ensures the confidentiality, integrity, and availability of all supported applications

• Proactively monitors the database systems to ensure secure services with minimum downtime

• Responsible for troubleshooting and addressing issues with MS SQL Server databases

• Responsible for the improvement and maintenance of multiple databases to include rollout and upgrade initiatives

• Administers .NET and ColdFusion applications hosted in IIS environments

• Develops, maintains, and remediates vulnerabilities for Web Applications utilizing HTML/CSS/JavaScript and Adobe ColdFusion

• Maintains compliance with Change Management and Audit requirements

• Maintains an advanced knowledge of the DoD Wholesale Retail Fuels Business and associated software to include FuelsManager® Defense, Inventory Management interfaces, Enterprise Business Systems (EBS), and Transactions Services to support Energy Convergence

• Establishes and maintains security compliance posture by performing necessary diagnostic and remediation of  security scans findings pertaining to operating systems, databases, application configurations, and all required documentation to ensure compliance with the current RMF requirements

• Provides trend analysis to the management team enabling informed decisions regarding resource management

• Maintains an advanced knowledge of the DoD Wholesale Retail Fuels Business and associated software to include FuelsManager® Defense, FASTracker, Inventory Management interfaces, Enterprise Business Systems (EBS), and Transactions Services to support Energy Convergence

• Manages advanced technical and procedural problems to include but not limited to Information Assurance (IA), DoD Network, Military Services Local Area Network (LAN), as well as J6 technical staff

• Ensures the accuracy of site drawings within FASTracker, and uploads updated drawings or diagrams provided by analysts and on-site technicians as needed

• Ensures the accuracy of site installed level of FMD (i.e. Enterprise or Base Level), tank information, and DoDAAC’s within FASTracker, and updates, removes, or adds site pages as required by analysts and on-site technicians

• Ensures that tracked GFE has all required informational fields within FASTracker, and will add/remove as required by GFE, Security, or Government Contract Reps

• Ensures that tracked GFE is properly loaded within FASTracker upon receipt of new GFE stock to include required hardware specs, model info, serial numbers, warranty and cost information, and will work with GFE as required to complete this task 

• Ensures that tracked computer GFE has all available Operating System and FMD version information for selection within FASTracker, and will add/remove as required by GFE, Security, or Configuration Management

• Ensures that Licensing is being tracked for Government Licensed Operating Systems, Microsoft Office, and Adobe products and associated to the correct OS Image within FASTracker for DLA true-up of licensing, and will add/remove as required by GFE or Security

• Creates and maintains accounts for all users within FASTracker using the DLA AMPS Process

• Maintains advanced technical expertise and knowledge about new BLSA versions, supported operating systems, database management systems, networking and third party products

• Identifies maintenance and enhancement items relating to database design and integration with new and existing applications and systems (local and web-based)

• Works with other IT staff to coordinate maintenance of the database with other databases to ensure data and performance integration across several software applications and/or locations

• Provides contract deliverables and ad-hoc reports from a variety of data sources to include Remedy ITSM, Zeacom, Ayava, and multiple DBMS

• Provides administration for both vSphere and Hyper-V environments



Position Requirements:

• Excellent communication abilities, both written and verbal, with the ability to communicate clearly and effectively based on the audience. Demonstrates strong analytical and partnering skills

• Bachelor’s Degree in related field or 4 yrs. of related experience with be accepted in lieu of a degree

• 3-5 years of previous experience in database management or an IT related discipline

• Expert knowledge of Microsoft SQL Server 2008 R2/2012 including Reporting Services (SSRS) and Integration Services (SSIS)

• Government IT security clearance, IT1 for privileged access is required for performing IA functions must satisfy both preparatory and sustaining DoD IA training and certification requirement in accordance with DOD 8570.01-M for the position held.

• Hands-on administrative and technical experience with Windows 2008 R2, Windows 2012, Windows 2012 R2 and Windows 2016 Operating Systems

• In depth SQL Server database administration background to include experience managing multiple MS SQL 2008 R2 and above RDBMS on large Enterprise systems. Strong self-sufficiency and initiative working on database projects. Practical experience in monitoring and tuning a database to provide a high availability service

• Experience with Transact-SQL and DTS stored procedures to include the ability to write/execute efficient, complex queries

• Experience with data warehousing

• Must be willing to provide 24/7/365 operational support to include holidays on a rotational basis

• Must have highly developed multi-tasking capabilities with the ability to manage time and support issues to meet or exceed Government Service Level requirements

• Strong understanding of systems administration and/or coding principles and concepts; queries, views, procedures, and jobs

• Experience with ColdFusion, Crystal Reports and Remedy ITSM Reporting Solutions (SAP WebI, SMART Reporting, ARS)

• Full understanding and experience working with DISA security compliance which includes a full understanding of operating system security parameters such as permissions, GPO’s, security templates, HBSS, HIPS, SCAP, etc.
