Description:

Supports Agency planning for Emergency Management (EM) which includes all-hazard Emergency Preparedness (EP), Antiterrorism/Force Protection (AT/FP), Land Mobile Radio (LMR), Continuity of Operations and Chemical, Biological, Radiological, Nuclear and High-Yield Explosive (CBRNE). Interprets government regulations and applicable codes, and advises government management on the best course of action to ensure compliance. Develops programs, procedures and contingency plans based on a risk approach and proposes solutions that monitor, evaluate and enable resolution to safeguard the workforce, reduce property loss, and support NGA mission continuity. Through all-hazards mitigation, preparedness, response and recovery program efforts, EM orchestrates unity of effort across NGA to safeguard the workforce, reduce property loss, and support NGA mission continuity. Prepares and conducts briefings and overviews to educate Agency personnel and submits position and information papers in response to government requirements. Reaches out to identify opportunities for internal and external partnership development and supports/maintains information-sharing relationships. Identifies best practices, benchmarks and lessons learned across the EM discipline and makes continuous improvements to EM programs, procedures and capabilities.


Qualifications:

LEVEL 1

  • Experience in one or more areas of the following: All-Hazards EP, CBRNE, Crisis Management, Continuity of Operations, Strategic EM or CBRNE Planning and Policy and participation in EM or Continuity of Operations exercises
  • Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/700/800). ICS-300 within one year of onboarding
  • Bachelor’s Degree or equivalent experience within related field < 3 years

LEVEL 2

  • Experience in two or more areas of the following: All-Hazards EP, CBRNE, Crisis Management, Continuity of Operations, Strategic EM, CBRNE or Antiterrorism/Force Protection (AT/FP) Planning and Policy and participation in EM or Continuity of Operations exercises
  • Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/300/700/800)
  • Bachelor’s Degree or equivalent experience within related field 3 -6 years

LEVEL 3

  • Experience in performing three or more areas of the following: All-Hazards EP, LMR Program, CBRNE, Crisis Management, Strategic EM, CBRNE or Antiterrorism/Force Protection (AT/FP) Planning and Policy and participation in EM or Continuity of Operations exercises, and participation in national or DoD level homeland security EM or Mission Assurance exercises
  • Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/300/400/700/800) and Level I Professional Continuity Planner certificate required
  • Industry certification from International Association of Emergency Management (IAEM) desired
  • Bachelor’s Degree or equivalent experience within related field 7-10 years

LEVEL 4

  • Experience in performing three or more areas of the following: All-Hazards EP, CBRNE, Crisis Management, Strategic EM, CBRNE or Antiterrorism/Force Protection (AT/FP) Planning and Policy, and participation in national or DoD level homeland security EM or Mission Assurance exercises
  • Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/300/400/700/800), Level I Professional Continuity Planner certificate required
  • Industry certification from International Association of Emergency Management (IAEM) strongly desired – if not held, able to achieve, independent of this position, all requirements for certification within 6 months considering IAEM’s required standards of experience and training
  • Cognizant of national and DNI policies and provides expertise to act as trusted advisor to NGA senior leadership
  • Specialist in functional area of with extensive evidence of ability to provide strategic direction in leading activities in support of team and enterprise objectives
  • Bachelor’s Degree or equivalent experience within related field 11+ years
