The Defense & Intelligence Group of Leidos has an opening for an Infrastructure / Cloud / DevOps Sr. Program Manager at Hanscom Air Force Base, MA.

The Senior Program Manager will be responsible for managing enterprise-level programs and/or multiple projects within the Common Computing Environment Solutions and Services portfolio. This individual will work closely with various project owners to define the project team and assign responsibilities. The Senior Program Manager will also be responsible for developing a consolidated view of the program and for program deliverables including calendars, cross-project dependencies, risk analysis, stakeholder coordination and regular communication of status. Primary responsibilities include guiding process development at a team level, managing high-risk, and high-impact projects across a multi-disciplinary, multi-function group of technologists and business professionals. This requires experience communicating across audiences, effectively defining and utilizing escalation paths, and updating executive stakeholders. The Senior Program Manager works in a dynamic, collaborative environment and reports to the Senior Portfolio Manager.

Program Management and Delivery
•Accountable for the full life-cycle delivery of highly complex programs to defined Performance Work Statements, defined budgets, and schedule requirements.
•Display a high degree of competency in managing multiple complex projects and programs.
•Align and lead project teams to achieve defined business and mission requirements.
•Provide effective senior-level customer communication and management skills.
•Provide effective ability to manage mixed teams of company, 3rd party vendors, and sub-contractors and their personnel.

•Understand and execute a wide variety project management approaches, including standard SDLC and PM methodologies (Waterfall, Agile / Scrum, Kanban, etc.).
•Deliver timely, effective, easily understandable, concise program deliverables including program roadmaps, governance plans and presentations, project calendars, cross-project dependencies, risks analyses and mitigation, key performance indicator (KPI), stakeholder coordination and status communication via multiple mediums.
•Provide effective programmatic change management control.
•Lead teams of agile teams using tools such as JIRA, Workfront, etc.
•Define, manage, and maintain enterprise-level integrated master schedules.
•Enable effective and efficient continuous build, integration, test, and required deliveries.
•Assist in triage of other projects/programs and makes recommendations to senior-level leadership.
•Lead with practicality and wisdom in the midst of competing priorities and diverse personalities.
•Operate as a highly independent and dynamic program leader. Highly adept at influencing without direct authority.
•Effectively uses range of communication tools (various social media tools, Slack, Yammer, Backlot, Office 365, Confluence, IM, phone, email, VTC, and more)
•Ensures project document deliveries and underlying repositories are maintained to defined requirements and standards.
•Cloud service catalog definition, management, and delivery.
•Cloud architecture, elastic services, containerization, and microservices.

•Utilize highly developed communication skills to achieve stated business requirements.
•Effectively executes on the basics of program management communication.
•Effectually communicates program objectives, status, risks and alternatives with senior stakeholders, leadership and executives.
•Ensures regular, effective communication happens with team members and cross-functional resources.

Leadership / Guidance in Program Management Discipline
•Proven successful large cloud program leadership skills
•Proven successful skills as subject matter expert in the program management discipline.
•Serves as a subject-matter expert and “go to” person for guidance.


•Bachelor's degree with 12+ years of applicable experience in a technology environment, preferably for a large company.
•Demonstrated mastery and successful delivery of large-scale cloud migration and or cloud service delivery programs and projects.
•Demonstrated understanding of cost efficient cloud architecture solutions and service delivery options.
•Cloud service delivery total cost of ownership estimation and calculation.
•Demonstrated NIST 800-37 Risk Management Framework experience.
•Experience delivery of cloud solutions for DoD customers with successful ATO.
•Significant demonstrated understanding of modern software development and infrastructure tools, processes and practices, including Agile Development, Cloud, and DevOps.
•Familiarity with security requirements for DoD SRG Impact Levels 2-6.
•Proficiency with a wide range of technology tools, including communications software (social media, email, VTC), standard Office tools, and project management tools.
•Currently possess PMP / PMBOK certification.
•Currently possess a DoD Secret security clearance or higher.

•Advanced degree in business, cloud solution architecture, or computer science.
•Prior military experience.
•AWS Certified Cloud Solution Architect – Associate / Professional.
•Microsoft Certified Solutions Expert (MCSE).
•Microsoft Azure Solutions Architect Certification.
•DoD Acquisition Management experience.
•Earned-value Management experience.
