Description:

PROGRAM DESCRIPTION

The Environmental Health and Safety Program is responsible for environmental protection, occupational safety and health, protective services, and emergency preparedness programs at the Frederick National Laboratory for Cancer Research.

The IBC Coordinator oversees the IBC review process, and has oversight of administrative and technical activities in support of the IBC committee. 

KEY ROLES/RESPONSIBILITIES

Institutional Biosafety Committee (IBC) Administrator

The Institutional Biosafety Committee (IBC) Coordinator will:

Protocol Review:

  • Provide initial technical and administrative review of all IBC submissions, while working in conjunction with Animal Care and Use Committee
  • Review protocols for completeness and accuracy and determine how the IBC registration will be processed 
  • Serve as the primary liaison between the IBC and Principal Investigators (PIs), providing consultation to PIs regarding the IBC registration processes, policies, and procedures regarding Institutional Biosafety Committee registration issues
  • Review research registrations for potential Dual Use of Concern issues
  • Administrative Oversight:
  • Oversee and execute the preparation, organization, and dissemination of registration materials in advance of each IBC meeting
  • Manage committee process, organize meetings, and record IBC meeting minutes
  • Develop and maintain databases used to track research registration data/information and to keep IBC registrations current
  • Monitor trends and inform the IBC and Biological Safety Officer of updates in current regulatory requirements relating to biosafety
  • Determine and enroll employees eligible for medical surveillance and training based on risks identified in the IBC research registration
  • Provide updates regarding committee membership and reporting requirements as necessary to the NIH Office of Science Policy
  • Coordinate/Conduct Inspections
  • Schedule and participate in focused inspections and prepare summary reports to PIs to relay findings, corrective actions, and document resolutions 
  • Conduct annual building inspections and participate in semi-annual animal facility inspections 
  • Assists with development and implementation of a post-approval monitoring program for biosafety
  • Performs other duties as assigned, related to all facets of an occupational health and safety program


Qualifications:

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor's degree from an accredited college/ university according to the Council for Higher Education Accreditation (CHEA) in a field related to safety/health/life sciences (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  •  In addition to education requirement, a minimum of two (2) years of experience, preferably at a biomedical research facility or an institution of higher education
  • Proficiency in database management skills; ability to be flexible to meet changing needs; ability to serve as a liaison with various NCI staff and Principal Investigators to initiate and complete tasks relating to IBC
  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Master’s degree
  • Good working knowledge of the NIH recombinant DNA guidelines, and other general safety and occupational health regulatory requirements including OSHA Bloodborne Pathogens 1910.1030
  • Experience with Animal Study Protocols and Institutional Animal Care and Use Committees and Institutional Biosafety Committee registration systems
  • General knowledge of scientific, safety or medical technologies
  • Ability to learn new software applications quickly and proficiency with Microsoft software applications
  • RBP or CBSP credentials
