Description:

Leidos has a career opening for a Telecommunications Solutions Architect in Vienna, VA. The successful candidate will be a technical expert working with other engineers and task leaders in providing technical support to the Department of Homeland Security’s Office of Emergency Communications (OEC) for the Next Generation Network (NGN) Priority Services program and the national security and emergency preparedness (NS/EP) Priority Telecommunication Services (PTS) program.  In support of the OEC, the successful candidate will also be working with the major US network providers including AT&T, Sprint, T-Mobile, and Verizon (among others) to provide priority communications over current and future wireline and wireless networks for services such as voice over IP (VoIP) over Long Term Evolution (LTE) 4G and evolving 5G networks.

PRIMARY RESPONSIBILITIES:

-  Advise the OEC on new/emerging network/communication technologies and possible impact upon NS/EP communications

-  Keep abreast of FCC telecommunications policy as it relates to NS/EP communications

-  Keep abreast of telecommunications and IT industry technology and services

-  Develop and document technical solutions to a variety of system operational and performance problems that may arise in an expeditious and timely manner

-  Evaluate vendor and service provider roadmaps to ensure Government requirements are adequately met

-  Requirements Analysis, System Architecting, System Analysis, Data Architectures Analysis, and Systems and Operational Performance Analysis, national and international standards analysis

-  Participation in numerous meetings with Government and senior staff

-  Make presentations to colleagues and Government customers

-  Work independently or as part of a technical team, in support of systems engineering projects

-  Responsible for building effective working relationships, making sound decisions, successfully making changes, initiating action and achieving results


Qualifications:

REQUIRED QUALIFICATIONS:

-  Requires BS Degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience

-  May possess a Doctorate in technical domain

-  Demonstrated experience in designing and testing communication networks and systems such as LTE, IMS, SDN/NFV and services such as VoIP and Data

-  Experience with the design and testing of wireless and wireline data networks

-  Familiarity with Internet Engineering Task Force (IETF) and World Wide Web Consortium (W3C)  protocols

-  Interact well with a team, positive attitude, good oral and written communications skills, and strong self-initiative

-  Must be able to obtain DHS Entry on Duty (EOD)

-  No initial clearance needed to start the program; however, must be able to obtain and maintain a Top Secret security clearance

DESIRED QUALIFICATIONS:

-  Familiarity with Systems Engineering Life Cycle (SELC)

-  Experience involving wireless (5G/4G) and IP wireline architecture, pilot testing and market deployments

-  Participation/membership in international standards bodies or industry forums

-  Experience in carrier interoperability solutions and testing

-  Knowledge or experience with some of the following is an advantage: Product Lifecycle Analysis, Requirements Analysis, Risk Analysis, technology consulting
